We are recruiting:

1). Finance Deputy Head of Department

  • Location: Abuja
  • Starting date: As Soon as Possible
  • Direct Line Manager: Finance Head of Department
  • Department: Finance

Objective 1

  • Contribute to grant financial management, donors compliance & budget analysis

Tasks and Responsibilities:

  • Assist Head of Finance Department in receiving & incorporating budget forecast in Budget Follow Up (BFU);
  • Update all financial tool on a monthly basis, BFU, Shared Cost, Financial Plan;
  • Support budget holders in developing their forecast and monitoring their lines;
  • Provide analysis to Head of Finance Department for each grant and ensure forecast is updated and accurate with the help financial tools (BFU, Financial Plan etc.);
  • Monitor level of spending, collect BFU forecasts from all contributors (Project Manager, Field Coordinator, Logistics) and be finance focal point on Budget Follow-up;
  • Participate in the preparation and/or review of the mission financial plan for the shared costs and communicate to all finance managers on all bases;
  • Review donor guidelines and ensure flexibility and other eligibility rules are respected;
  • Preparation of internal and external financial report;
  • Provide support for all bases on financial issues in collaboration with Head of Finance Department;
  • Control expense eligibility base on the General Ledger and supporting documents before contributing to financial reports;
  • Assist Head of Finance Department to elaborate new budgets for proposals.

Objective 2

  • Treasury forecast & cash management

Tasks and Responsibilities:

  • Cross check the treasury forecast for all bases on a bi-monthly basis & ensure its more realistic;
  • Consolidate & analyse mission monthly cash forecasts for Head of Finance Department in the absence of Finance Manager;
  • Review expenditures ensuring they are in line with the forecast prepared, analyse discrepancy between cash and budget forecast and put in place corrective measures;
  • Monitor timely transfer to the field offices based on bi-monthly cash forecast in the absence of Finance Manager.

Objective 3

  • Support internal and external audits

Tasks and Responsibilities:

  • Assist Internal Auditor in internal and external audits, provide auditors with all necessary documentation in coordination with Head of Finance Department;
  • Assist Head of Finance Department with his/her collaboration in providing supporting documents / information as requested by Auditor;
  • Follow up on recommendations provided by auditors in the finance department;
  • Assist Head of Finance Department in ensuring a good internal system is in place for audit;
  • Arrange surprise & spot audit checks during field visits as well as in Abuja.

Objective 4

  • Capacity building for finance and non-finance staff

Tasks and Responsibilities:

  • In the absence of Finance Head of Department, develop and conduct training for finance & non finance staff on Financial policies & tools;
  • Visit the field bases regularly, provide recommendations and follow up on observations made in collaboration with Head of Finance Department and internal audit department;
  • Conduct regular refresher’s training on financial tools to new/existing finance & non-finance staff.
  • Contribute to the professional development of Finance Team members;

Objective 5

  • Mission Financial Coordination

Tasks and Responsibilities:

  • Replace the Head of Finance Department in his/her absence;
  • Participate to weekly/monthly coordination meeting as necessary;
  • Assist Head of Finance Department in creating/updating new/existing and implementing financial tools & policies;
  • Coordinate with finance managers about budget management, HR on payroll and organograms and recruitment requests as well as Logistics on procurement on validation and/or approval on LINK as well as logistics cash forecast;
  • Liaise with the tax consultant on annual FIRS returns, tax clearance certificates.

Qualifications

  • Degree equivalent in Accounting/Finance: Master’s degree is a plus;
  • ACCA or other Chartered Accountant diploma is essential;

Skills & Experience
Essential:

  • At least 5 years of professional experience in Finance related roles with proven experience in team management
  • Strong leadership and managerial skills;
  • Exceptional organization, time management, and attention to detail;
  • Very good communication & training skills and ability to maintain confidentially;
  • Strong Microsoft Office skills particularly in MS Excel;
  • Fluent in English, Team player, flexible and adaptable;
  • Committed to Action Against Hunger values, managerial charter and the mission charter of principles;
  • Commitment to promote gender equality;
  • Capacity to work with large amount of information, financial analysis, synthesis and reporting

Preferred:

  • Prior experience in NGOs/INGOs is highly preferred;
  • Experience with SAGA accounting system is an added advantage;
  • Excellent knowledge of donors compliance and financial guidelines.

Minimum Basic Salary
NGN 522,793 per Month

2). Human Resources Officer

  • Location: Monguno, Borno
  • Start date: As Soon As Possible
  • Direct Line Manager: Human Resources Manager

Objective 1

  •  Oversee the base’s recruitment process

Tasks and Responsibilities:

  • Ensure that all steps of the recruitment process are followed accordingly at the base level.
  • Liaise with managers to initiate recruitment and ensure proper approval by HR and Finance.
  • Manage the posting, advertising, and circulation of vacancies and the screening of received applications at the base level.
  • Liaise with managers for technical shortlist and to define the interview panel.
  • Ensure interviews and tests are done promptly and proper documentation submitted and filed.
  • Participate in interviews as necessary.
  • Participate in reviewing written technical tests and interview grids for all existing positions and work with the coordination team to develop these tools for new positions.
  • Participate in the update of a recruitment tracking database and submit to the HR Manager weekly.

Objective 2

  • Ensure proper contract administration for all staff.

Tasks and Responsibilities:

  • Provide all necessary paperwork needed before making an offer at the Capital level.
  • Control that salaries for all staff is matching the mission classification for each employee.
  • Follow up on contract dates and contract amendments at the base level to ensure that the processing of contract amendments or end of contract documents on time, communicated, and documented properly.
  • Ensure that administrative processes for employee separations are followed properly, and that necessary documentation and information are provided and recorded for the processing of end of contracts.

Objective 3

  • Oversee the processing of employee’s salaries and benefits.

Tasks and Responsibilities:

  • Submit a finalized version of all data needed for the payroll to the HR Manager every month.
  • Liaise with Capital to ensure that all information related to the payroll is received and filed promptly.
  • Distribute the payslips to all staff every month.
  • Work with the HR team at Capital level to ensure that signed timesheets and payslips are received, tracked and filed correctly for all staff.
  • Support the HR Manager in a periodic review of the salary scale, benefits and cost of living.

Objective 4

  • Support in the mission’s capacity building and career development.

Tasks and Responsibilities:

  • Support the implement a uniform briefing process across the mission and ensure that it is provided for all new staff.
  • Facilitate staff training on HR policy and procedure, as assigned.
  • Track the performance appraisal due dates for all staff and follow up with managers and Heads of Base to ensure they are received promptly.
  • Extract and track relevant training information from performance appraisals and submit to the HR Team at Capital level to be followed in the Mission Training Plan.
  • Participate in the research and identification of training opportunities for staff.
  • Ensure the proper follow up and filing of all staff training.

Objective 5

  • Supervise and manage staff under your responsibility and provide overall support to the HR Department

Tasks and Responsibilities:

  • Provide day-to-day management of staff directly under his/her responsibility
  • Set objectives with staff under his/her direct management, and appraise their performance following Action Against Hunger performance management policies, identifying areas where they require support and capacity building.
  • Ensure that all HR policies and procedures are followed for staff directly under his/her responsibility
  • Implement and ensure the application of the HR policy on the mission and provide advice and support to employees and managers.
  • Participate in elaborating projects related to national HR functioning.
  • Provide suggestions on how to improve HR functioning throughout the mission.
  • Draft and circulate HR department communications as necessary.
  • Ensure the maintenance of Action Against Hunger communication boards.
  • In collaboration with the HR team in Abuja, develop and maintain a tracking system for mission statistics.

Qualifications

  • Bachelor’s degree in fields related to HR, Administration and Management; Masters’ degree a plus.

Skills and Experience
Essential:

  • Minimum of 2 years’ experience working in HR and/or administrative support positions.
  • Understanding of national labor law and employment norms and practices.
  • Excellent verbal and written communication skills.
  • Approachable, diplomatic, able to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment.
  • Computer literacy including all Microsoft Office programs (Word, Excel, Powerpoint, Outlook).
  • Excellent attention to detail, highly organized, rigorous, self-motivated, a strong sense of responsibility, ability to work independently.
  • Able to maintain confidentiality.
  • Capacity for analysis, synthesis, and reporting of large amounts of information.

Preferred:

  • Previous experience working for INGOs an asset, particularly health-related INGOs.
  • Fluency in one or more National/regional languages an asset.

Minimum Basic Salary
N236,585 per month
