1). Consultant – Services to Develop Religious Leaders Sermon Curriculum on HIV Prevention, Care and Treatment on CRS Nigeria’s FASTER Project

Location: Nigeria

Primary Purpose

  • To develop the religious leader’s sermon curriculum on HIV Prevention, Care and Treatment.
  • This is a curriculum that will be used for the training of religious leaders on HIV Prevention, Care and Support with a focus on the pediatric and adolescent population. Focus of the curriculum will be on messages targeting HIV testing and strategies to increase case finding, linkage and referral to treatment and care, viral load testing and suppression, HIV status disclosure and stigma reduction. Guidelines on the use of religious centre-based strategies such as baby showers will also be included in the curriculum.
  • The use of monitoring tools and supportive supervisory visits by CRS and its partner FBOs will also be highlighted.

Duration:

  • 28 working days. The first 14days shall be used to produce the first draft of the curriculum which will be reviewed by a core team and the last 14 days shall be used for the modification of the first draft after the inputs from the FASTER core team.

Required Qualifications

  • The consultant MUST have a track record in the development of manuals and curriculum especially on HIV/AIDS programs in the last three years.
  • The consultant must have a minimum of MBBS degree, MPH or its equivalent will be an additional advantage with 5 years’ experience in HIV program implementation.

Payment Schedule:

  • CRS will pay a consultancy fee based upon a mutually agreeable daily consultancy rate. Logistics for field trips will be arranged separately. CRS will reimburse operational and logistical costs if they are identified and approved by the Consultancy Manager in advance.
  • Please note that CRS will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5% or 10% withholding Tax from the total consultancy fees for individuals or organizations in accordance with the Nigerian Tax Law.

2). Consultant – BASICS-II Market Study

Location: Kogi

Overview

  • CRS agriculture program in Nigeria started in 2009 with the Emergency Rice Initiative implemented in collaboration with AfricaRice, the IFDC, the National Cereal Research Institute Badeggi and the Kano State Agricultural and Rural Development Authority. Between 2012 and 2016 CRS implemented the SCSS project funded by Bill and Melinda Gates Foundation (BMGF) in Benue and Oyo States in collaboration with National Root Crop Research Institute, National Agricultural Seeds Council, State Agricultural Development Programs and local NGOs.
  • CRS also, as sub-recipient to International Potato Centre (CIP), implemented the Village Seed Entrepreneur (VSE) component of Building an Economically Sustainable Integrated Cassava Seed System (BASICS) Project in Benue state from April 2016 to May 2020. Currently, CRS is implementing the Development of Cassava Seed Entrepreneur (DCSE) component of Building Economically Sustainable Seed Systems for Cassava (BASICS-II) for the next five years being led by IITA.
  • BASICS-II project will be implemented in Nigeria and Tanzania. BASICS-II project covers the entire cassava seed value chain, ranging from breeder to certified/farmer seed. The project’s vision is to provide farmers with access to affordable, quality-assured seeds of the cassava varieties in demand by local food and processor markets through the establishment of a commercially viable seed value chain operating across breeder, foundation, and commercial seed levels. This value chain will enable more efficient dissemination and adoption of new varieties to improve productivity, raise incomes of cassava growers and seed entrepreneurs, enhance gender equity, and contribute to inclusive agricultural transformation in Nigeria and Tanzania.
  • The DCSE component of the BASICS-II project which is being implemented by CRS will include the aggregation of CSEs and cover production and marketing of certified planting materials of improved cassava varieties to farmers within and outside of Kogi and Benue states. In implementing the componet, CRS will identify, train and work with the Cassava Seed Entreprenures (CSEs) to plan and organize their seed production and marketing activities.
  • The strategic objective of the DCSE component for Nigeria is to more than double the number of decentralized, commercially viable seed enterprises in Nigeria, while they increase in average size and aggregate into associations to facilitate marketing, quality control, and other services.

To ensure targeted and effective marketing of the CSEs and their products, the BASICS-II project is condcuting a study of the cassava seeds and roots markets in Kogi state. The specific objectives of the study are:

  • To understand the dynamics of the cassava seed and roots markets in Kogi state and establish whether or not farmers see the value of the seeds of improved varieties, why or why not, as well as their level of access to commercially produced seed.
  • To identify the determinants and drivers of market demand for cassava stems and roots in Kogi state, establish reasons for purchasing or not purchasing, reactions and feedback on the purchased seeds, and levels of interest in repeat purchasing.
  • To recommend viable market and marketing options for the sale of stems and roots by CSEs in the state.

Consultancy Objectives
The main objectives of this assignment are:

  • To conduct a state-wide survey of the cassava market in Kogi State
  • To profile the cassava stem buyers and non-buyers across the State
  • To profile the cassava root buyers and non-buyers across the State
  • To identify the preferred varietal and product characteristics of cassava across the state.
  • To identify the main drivers of demand for cassava planting materials/seeds across the State
  • To identify the main drivers of demand for roots of various identified varieties of cassava across the state
  • To carry out an overview and identify the preferred cassava varieties and their key characteristics for various cassava markets and processors in Kogi State.
  • To provide strategic information to guide the development of market communication for promotion of varieties produced by the CSEs in Kogi State.

Key Activities:
To address the above objectives, the consultant needs to do the following:

  • Collection of existing materials and studies with reference to existing cassava value chain studies available
  • Engage and interview actors in various institutions in the value chains for cassava
  • Engage and interview farmers, processors, cassava roots products traders and consumers, and cassava seed entrepreneurs in Kogi State.

Write up of a report identifying:

  • Major cassava varieties grown in Kogi State disaggregated by the three main ethnic/geo-political groups and by gender
  • Major drivers of demand and repeat purchases of cassava seeds among farmers
  • Preferred cassava varieties for various cassava products in Kogi State and their characteristics.

Main Deliverables and Expected Outcomes of Consulting Assignment
After this consulting assignment, it is expected the following will happen:

  • The consultant will present a comprehensive Cassava market analysis report capturing the findings and giving concrete recommendations for the development of effective marketing communications tools for the DCSE component of the BASICS-II project.
  • Make a presentation of a revised draft report to an audience including key stakeholders in the cassava seed system in Kogi State before submitting the final report.

3). Consultant – BASICS-II Marketing Agent for Seed Entrepreneur Networks

Location: Nigeria

Job Overview

  • CRS is implementing the Development of Cassava Seed Entrepreneur (DCSE) component of Building Economically Sustainable Cassava Seed System (BASICS-II) in Benue and Kogi State. BASICS-II is being implemented by a consortium of organisations led by IITA and covers the entire cassava seed value chain, ranging from breeder to farmer seed.
  • The project’s vision is to provide farmers with access to affordable, quality-assured seeds of the cassava varieties in demand by local food and processor markets through the establishment of a commercially viable seed value chain operating across breeder, foundation, and commercial seed levels. This value chain will enable more efficient dissemination and adoption of new varieties to improve productivity, raise incomes of cassava growers and seed entrepreneurs, enhance gender equity, and contribute to inclusive agricultural transformation in Nigeria and Tanzania.

  • They will be supported to be organsied as formidable Seed Entrepnuers Networks (SENs) operational in the implememntation states. The strategic objective of the DCSE component for Nigeria is to more than double the number of decentralized, commercially viable seed enterprises in Nigeria, while they increase in average size and aggregate into associations to facilitate marketing, quality control, and other services.

The project seeks to engage the services of Marketing Agents for Seed Entrepreneur Networks in Benue and Kogi States. The Marketing Agent will:

  • Assist CSEs in connecting with quality input suppliers,
  • Assist CSEs in identifying profitable output markets for certified stems,
  • Undertake demand mapping and marketing activities to create additional demand for certified cassava stems utilizing SeedTracker and similar tools,
  • Assist in the aggregation of CSEs production to fill orders from clients,
  • Coordinate with actors (including IITA GoSeed, Umudike Seeds, Nigeria Cassava Growers Association, National Agricultural Seeds Council) to ensure the delivery of timely inputs and services for the CSEs and SENs.

4). Consultant – Building Economically Sustainable Seed Systems for Cassava (BASICS-II) Private Sector Promoter Services

Location: Nigeria

Job Overview

The project seeks to engage the services of Private Extension Service Promoter (PESP) in Benue and Kogi States. The PESP will:

  • Be responsible for providing necessary briefing and mobilization of CSEs in the State of assignment,
  • Be responsible for training and supporting the development of at least one new SEN in a new cassava growing area in the State of assignment,
  • Be responsible for growing of existing networks and formation of new networks in the State of assignment,
  • Be trained and also be responsible for providing required capacity strengthening of the networks in the State of assignment,
  • Support the marketing of the CSE stems within and outside the State of assignment, and
  • Support the CSEs and SENs in regualr updates of basics farm and network records.

5). Consultant – Organizational Capacity Assessment (Lead Consultant)

Location: Delta

Introduction
The Global Action Towards Epidemic control in Sub-national units in Nigeria (4GATES) program is a five year (2017-2022), United States Center for Disease Control (CDC) funded HIV/AIDS care, treatment and support program implemented across Faith-based and Government-owned health facilities in Delta, Ebonyi, Enugu and Imo States. Catholic Relief Services is part of the 4GATES consortium, which is led by Caritas Nigeria and includes, Catholic Relief Services (CRS), Pro-Health International and Palladium. CRS provides technical assistance for the implementation of the Orphans and Vulnerable Children (OVC) component of the 4GATES project.

Background

  • The 4GATES project has a core mandate to Support and strengthen relevant GoN MDAs to improve their coordinating capacity within project states. This mandate aligns with the OVC program objectives which is to reduce the economic vulnerability of families infected and affected by HIV.
  • To achieve this CRS intends to carry out organizational capacity assessment for the state Ministry of Women and Affairs and Social Development and LGAs social development departments in Delta, Enugu and Imo states. Assessment, when completed, will be used by both the MDA and the 4GATES project to support capacity improvement plans that will enhance the delivery of their respective mandates.
  • One lead consultant and two state-level consultants will be engaged to support this process.

Objectives
The objective of the assignment are as follows:

  • To support organizational capacity assessment and development of capacity building plans for relevant state MDAs.

Responsibilities of Lead Consultant:

  • The Lead consultant will be responsible for the overall coordination of the OCA across 4GATES project states
  • Support one-day NHOCAT orientation for adhoc and project staff.
  • Carry out assessment for State Ministry of Women and Affairs and LGA social development departments
  • Supervise and coordinate state-level consultants and adhoc staff assign to support the assessment
  • Provide continuous feedback to the project lead on the process of the assessment

Deliverables
This activity is expected to have the following outcome:

  • Produce a standard report of the exercise with recommended capacity building plans for each assessed entity.

Technical Expertise and Experience

  • Graduates with B.Sc., HND or its equivalent in social sciences or related field
  • Prior experience carrying out similar assessment for GoN
  • At least 12 years’ experience in OVC programming and working knowledge of
  • Demonstrate strong ability for facilitation
  • Demonstrate excellent written and oral communication skills
