We are recruiting to fill the position below:

  1. Job Title: Grants Manager – Economic Growth Division

Location: Dakar, Senegal

Position Summary

  • Creative Associates seeks a Grants Manager for an anticipated donor-funded project in West Africa. The Grants Manager will provide administrative and technical guidance and support to the Lead Grants manager and staff on the design of grant activities, guidelines, and regulations for the small grants’ mechanism. Also, this position supervises the Grants Assistant in Dakar and the Grants Officer in Abidjan, Cote d Ivoire.

Primary Responsibilities

  • Provide advisory assistance to grant applicants;
  • Facilitate the evaluation of grant submissions for technical and budget soundness and compliance with donor regulations, recommending award actions;
  • Coordinate the issuance of awards and maintain grant documentation through the development and upkeep of a small grants database;
  • Ensure use and support grantees and colleagues in the use of Creative’s online grants management system, the System for Managing Activities, Reporting and Tracking (SMART); and
  • Prepare scheduled and special reports, studies and analyses regarding the small grants program.

Required Skills & Qualifications

  • Bachelor’s degree in Management, Financial Analysis or Accounting desirable; Master’s degree preferred;
  • At least five years’ experience with sub-grants management, preferably in West Africa; minimum of three years working in international development;
  • Solid understanding of USAID regulations and procedures pertaining to grants management, and ability to interpret and explain USAID regulations;
  • Strong understanding of 2 CFR 200, ADS 302 and 303;
  • Demonstrated ability to perform complex tasks and to prioritize multiple projects;
  • Ability to analyze cost proposals and prepare reports and recommendations on whether or not applicants should be funded;
  • Ability to analyze budget line items for compliance with budget guidelines;
  • Proven records maintenance and database management skills;
  • Understanding of cost-share and/or leveraging preferred; and
  • Speaking, writing and reading fluency in English and French
  • Local nationals are strongly preferred.

2. Job Title: Yoruba Language Education Consultant

Location: Nigeria

Project Descriptiom

  • Commencing in October 2015, under funding support from the United States Agency for International Development (USAID), the five-year Northern Education Initiative Plus (the Initiative) project is strengthening the ability of Bauchi and Sokoto states to provide greater access to basic education – especially for girls and Out-of-School-Children (OOSC) – and to significantly improve reading outcomes for more than one million school-aged children and youths.
  • The Initiative employs a holistic approach, addressing a broad range of critical factors that affect learning, teaching, systems management, parental participation and community engagement. The project strategy focuses on strengthening the technical and administrative capacity, commitment and accountability of Federal, State and Local Government Education Authorities (LGEAs) to provide effective English and mother-tongue based Early Grade Reading (EGR) teaching and learning to its pupils. Also, to deliver literacy, numeracy and life-skills to OOSC and youths and whenever possible mainstream them into formal schools.
  • The Initiative is implemented by Creative Associates International in collaboration with three U.S.-based international organizations Education Development Center (EDC), Florida State University (FSU), Overseas Strategic Consulting (OSC) and four Nigerian organizations – Value Minds, Civil Society Action Coalition on Education for All (CSACEFA), Reading Association of Nigeria (RAN), the Federation of Muslim Women’s Associations in Nigeria (FOMWAN), and more than 46 local Civil Society Organizations (CSOs). The Initiative is focused on building programmatic ownership among Federal, State and Local Government Education Authorities (LGEAs), as well as increase their commitment to quality early grade reading instruction and increased access.
  • The Initiative will need the services of consultants who will be responsible for supporting development of scope and sequence curriculum materials in Yoruba based on the developed scope and sequence for pupils and teachers. The consultants needed are as follows: Yoruba Teacher Education Expert, Yoruba Language Expert, Yoruba Graphics Designer, Yoruba Illustrator, Yoruba Reading Advisor and Yoruba Curriculum Materials Developer.
