Job Title: Human Resources (HR) Specialist

Background
Danish Refugee Council (DRC), and its Humanitarian Disarmament and Peacebuilding technical unit – the Danish Demining Group (DDG), has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally. Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.

Purpose

  • The DRC Nigeria is looking to recruit an experienced, highly- qualified and enthusiastic professional to join our great Human Resources team in Nigeria.
  • This role is a key partner to the HR Coordinator role in order to ensure proper implementation of DRC procedures and guidelines within the country with a focus on strict compliance. The role mainly provides support, research and/or technical guidance on HR issues upon request of the HR Coordinator. The role includes regular travels to field locations in Nigeria following a need assessment conducted by the HR Coordinator and the managers. The role also contributes to the development of country strategies which are translated into action plans and day-to-day tasks.
  • This position is a technical one, requiring a consistent previous experience in a similar position. This position also requires solid knowledge in HR and safeguarding. This position also requires a full professional proficiency in English language.

Duties and Responsibilities

  • Under the authority of the Head of Support Services, with strong supervision of the Human Resources Coordinator and occasional technical support from the Regional Human Resources Coordinator, the Roving HR Specialist is a key partner to the HR Coordinator for managing the HR workflow : she/ he is responsible for providing HR technical guidance and support in the best possible delay while providing accurate and easy to read/ understand HR information.
  • The Roving HR Specialist will also ensure mastering of the HR digital solutions (HR Manager, Homère, Dynamics) used by DRC in West Africa to and their proper implementation through Nigeria with a careful eye on compliance and accurate information management.

The main responsibilities and tasks of the Roving HR Specialist in strong collaboration with the HR Coordinator are the following:

Recruitment, Development and People Planning:

  • Work with senior management to identify needs for recruitments or replacements and come up with a planning and action plan for each
  • Drive and support part of the confirmed recruitment processes while ensuring they are unfolding in strict compliance with DRC policies and principles
  • Take the necessary steps, including the documentation, for the work contact and the smooth integration of the staff when and where needed. Coordinate the briefing plans.
  • Ensure that staff receive a proper briefing on HR, Code of Conduct, Conflict of Interest when and where needed. The result is that they fully understand what is expected of them individually and collectively and what they benefit from.

Employee well-being:

  • Proactively respond to and manage performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring compliance in terms of practice and documentation
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
  • Contribute to the identification, launching and technical assistance on staff well-being initiatives. Make sure that they are diverse enough and match the staff needs
  • Ensure oversight and consistency in how well-being  is implemented across the different field locations in Nigeria

Compensations & Benefits:

  • Assist with benchmarking the compensation and benefits situation in Nigeria (Birches Group, local surveys with International NGOS, etc)
  • Assist the HR Coordinator with the establishment of the monthly payroll.
  • Support the review of the Compensation and Benefits system when and where needed and apply strict confidentiality to that topic until senior management authorizes the communication about it.
  • Support communication and explication on that topic upon request from the HR Coordinator
  • Ensure oversight and consistency in how compensation and benefits are implemented across the different field locations in Nigeria

General Technical Support:

  • In collaboration with the HR Coordinator, provide overall technical support and advice to the country HR teams on all aspects of the HR function
  • Support in the implementation of recommendations raised through internal & external audits, compliance audits etc.,
  • Support the review and continuous improvement of  Human Resources processes, policies, tools and templates and draft/update as needed, providing feedback on areas for improvement
  • Update any board/ sitrep linked with HR piloting in Nigeria
  • Advise on Nigeria legal framework
  • Prepare and submit monthly, quarterly / annual reports as per the fixed deadlines and provide ad hoc reports as required by management
  • Update regularly the visa tracker and follow up with international staff and HR Office Abuja for visa renewal as well as with other administrative formalities

Learning and Development:

  • Contribute to the development of the Learning & Development Country Strategy for Nigeria
  • Establish and regularly update a catalogue of development and learning opportunities that staff in DRC Nigeria would benefit from. Feed it regularly with recommendations and collect feedbacks
  • Work with senior management to enlist staff who are eligible to benefiting from a learning and development opportunity. Keep track of that information and contribute to the successful and timely implementation
  • Ensure oversight and consistency in how learning and development  is implemented across the different field locations in Nigeria.

The responsibilities listed in the Job Description are not exhaustive and may be readjusted according to operational needs by the Head of Support Services and the HR Coordinator but will remain in line with the overall purpose of the role.

Required Qualifications
Required:

  • University degree, preferably in Social Sciences, Development Studies, Human Resources and International / Humanitarian Law, Communications or similar.
  • Minimum 3 years’ working experience in Human Resources with at least 2 years in a senior Human Resources management role within an NGO
  • Knowledge and experience working with relevant sectorial areas implemented by DRC Nigeria programmes – including protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction
  • Experience and willingness to work in the field in volatile and insecure areas;
  • Experience living and working in a cross-cultural, multi-sector, team environment
  • Ability to work well under pressure and in adverse conditions;
  • Demonstrated commitment and strict adherence to confidentiality
  • Effective communication skills (written and verbal);
  • Proficiency in common computer packages i.e. Word, Excel, Power point etc
  • Languages: Fluency in written and spoken English and Knowledge of Hausa and/or other languages used in northeast Nigeria would be a plus.

Desirable:

  • Working knowledge of Homère, Dynamics and Talent Management (digital solutions for recruitments)
  • Post graduate HR certificate or coaching certificate.

Job Title: Country Director

About the Job

  • We are looking to recruit an experienced, highly- qualified and enthusiastic professional to provide overall representation, management and coordination of the country mission, while ensuring compliance DRC’s Operations Handbook.
  • The Country Director will be based in Abuja but will be expected to travel throughout the country to visit programmes and at the regional office for strategic reviews/ meetings.
  • This position is a senior one, requiring a strong previous experience in a similar position. This position also requires strong ability in safety and safeguarding. This position also requires a full professional proficiency in English language.
  • Under the authority of the Regional Director, the Country Director is the person ultimately accountable in country for all aspects of DRC work.
  • This role will be expected to lead and consolidate DRC programming and impact while overseeing the efficient use of resources. The Country Director will be also responsible to ensure that the organizational set up is adapted to the context of operations.
  • This role is eventually expected to be strong in management. The Country Director should be able to delegate specific duties as necessary while maintaining global oversight and accountability.

Your Main Duties and Responsibilities
Representation:

  • Represent DRC to authorities, donors, partners, and in selected co-ordination forums
  • Strengthen DRC’s position nationally and regionally
  • Ensure that DRC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors

Direct managerial oversight and support:

  • Ensure that the Senior Management Team (SMT) have clear and realistic performance based management goals
  • Overall management of the operation and direct manager for senior staff members. This includes coaching, ensuring co-ordination between managers, recruiting, and development of staff
  • Frequent travel to the field offices for direct operational support and representation
  • Ensure compliance with internal and external reporting requirements including procurement.

Fundraising and Advocacy:

  • As the majority of the fundraising is done locally, the Country Director will lead the process of applying for funding and broadening the funding basis in a challenging funding environment
  • The Country Director will lead his/her team in writing concept papers, project proposals and budgets in line with the approved country strategy;
  • Maintain high quality exchanges with the Regional Office team and mobilize the country team to participate to regional project and strategies.
  • Lead in the team’s advocacy in all DRC key messages.

Security and Safety:

  • Be accountable for ensuring that DRC country programme is delivered in a safe and secure manner
  • Provide overall accountability for security, including development of and ensuring adherence to security procedures, monitoring of the security situation, analyzing and provision of recommendations

Support Services:

  • Together with the Head of Support Services, provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that necessary systems are in place
  • Manage the resources allocated effectively and transparently by respecting and meeting all legal requirements in country
  • Oversee finance and administrative services in the Programmes
  • Support the implementation of ERP system and follow up

Human Resources:

  • Together with the HR team, provide leadership support to staff and promote best practices in human resources management
  • Provide coaching and counselling advice to staff when necessary and lead initiatives to develop staff capacity
  • Organise regular meetings with the senior management team and all staff for the purpose of exchanging information, coordination and learning
  • Ensure that the country senior management team is effective, mutually supporting and sufficiently involved in decision making

Programme development:

  • Lead the development and update of the programme strategy, within DRC’s overall regional and global strategic frameworks
  • Lead the development of the programme within the strategic objectives and not being constrained by the current limitations of existing programming
  • Ensure that DRC standard regulations and operational procedures (Code of Conduct, DRC Management handbooks, HAP standards etc.) are followed

Accountability and Quality:

  • Be accountable for ensuring that programmes comply with the organisational quality and accountability commitments
  • Guided by the Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence

About You
To be successful in this role we expect the following:

Required:

  • Master’s degree in Political or Social Science, International Sevelopment, Economics or other relevant field)
  • Minimum 8 years’ relevant work experience in emergency contexts for a humanitarian agency or similar
  • Minimum 8 years’ experience in people management
  • Proven leadership skills
  • Proven experience managing large and complex humanitarian operations
  • Experience in financial and safety management
  • Full professional proficiency in English (daily working language)

Job Title: Communications Officer

The Position

  • DRC is seeking the services of a committed and competent Communications Officer to join DRC’s Quality Assurance Unit. Interested persons will be reporting to the Quality Assurance Manager.
  • The Communications Officer will work to increase local, national and international understanding of DRC’s work and role in Nigeria through high-quality communications products developed in line with DRC guidelines, donor commitments, protection principles and ethical standards.

Responsibilities
The main duties and responsibilities will include but not limited to:

  • Under the direction of the QAM, develop, implement, and monitor a communication and visibility plan to facilitate better understanding among partners, donors, beneficiaries and host communities, media, the general public, and government stakeholders of DRC Nigeria’s work and role;
  • Update DRC Nigeria’s Communications Strategy on an annual basis;
  • Write, edit and produce communication products promoting the contribution of DRC Nigeria to the crisis response;
  • Undertake field visits to produce creative and engaging communications products to raise awareness of the crisis in northeast Nigeria and the humanitarian response efforts of DRC;
  • Maintain and update DRC Nigeria country profile documents, fact sheets, and presentations for external audiences;
  • Engage with NIF Communications Working Group and other relevant working groups and networks to ensure DRC representation and participation;
  • Ensure timely publication and distribution of media content on the DRC Nigeria country webpage, DRC Nigeria Twitter account and HQ managed accounts;
  • Ensure all DRC and donor visibility requirements and communications commitments are met;
  • Provide training on communications and visibility to DRC Nigeria staff to improve contributions to communications initiatives and staff understanding of DRC and donor guidelines;
  • Ensure there is appropriate age and gender awareness and considerations in all DRC Nigeria communications;
  • Ensure all public multimedia materials have the necessary consent forms on file;
  • Advise DRC Nigeria staff on media, public information, awareness raising and visibility issues in line with DRC and donor guidelines, protection principles and ethical standards;
  • Contribute communications inputs to proposal development based on donor guidelines;
  • In coordination with Supply Chain, maintain and update framework agreements related to visibility products;
  • Provide support to QAM and SMT on media request and interview opportunities;
  • In coordination with the QAM, liaise with DRC West Africa regional office and headquarters communications focal points as required; and,
  • Perform other duties as assigned including support to other components of the Quality Assurance Unit.
