It promotes technical and investment cooperation among nations.

Headquartered in New York City, the status of UNDP is that of an executive board within the United Nations General Assembly. The UNDP is funded entirely by voluntary contributions from UN member states. The organization operates in 177 countries, where it works with local governments to meet development challenges and develop local capacity.

Background

  • Nigeria is Africa’s most populous country with an estimated population of 206 Million1 and an annual population growth rate of 2.6%2 . By 2050, the country’s population is expected to have doubled, reaching more than 400 million and thereby becoming the third largest country in the world3 . More than half of its population will be under the age of 30 years.
  • At the same time, unemployment and under-employment are one of the key development challenges facing young people in Nigeria and undermining the prospects of the country to achieve its development aspirations and fulfil its potential as the continent’s largest economy.
  • According to the National Bureau for Statistics’ report of 2018, over 13.9 million youth are unemployed. The highest unemployment rate was recorded for youths between 15 – 24 years standing at 40.8%, followed by those aged between 25 – 34 years at 30.7%4 . Investing in Nigeria’s youth is therefore becoming more urgent than ever.
  • In response to this complex development challenge, the Federal Government of Nigeria, in collaboration with the United Nations Development Programme (UNDP) and other partners, seeks to invest in the next generation of leaders through the establishment of the Nigeria Jubilee Fellows Programme (JFP) – a platform for empowering young Nigerian graduates with practical on-the-job skills and leadership competencies through a twelve-month paid placement opportunity.
  • Under this programme, highly qualified recent graduates of the National Youth Service Corps (NYSC) scheme will be provided with work opportunities within private sector organizations, the public sector, UN agencies and development organizations.
  • The goal of the NJPF is to enhance these Fellows with professional and leadership capacities thereby enabling them to positively contribute to the social and economic development prospects of Nigeria. The enrolment of an initial 20,000 Fellows is envisaged followed by a scaling up of the programme in the coming years.
  • The Jubilee Fellows Programme will expand opportunities for learning to work transitions for fresh graduates in Nigeria through placement opportunities, job market information, skills transfer and facilitated learning.
  • It is designed as a partnership platform that brings together private and public sector actors – including learning institutions to co-create and deploy to scale a viable solution that enhances youth employability, entrepreneurship and retention of national talent.
  • To this end, UNDP Nigeria is seeking a Fellows Support Officer, to facilitate collaboration and coordination activities between the UNDP and Youth Networks/associations in Nigeria.
  • The Fellows Support Officer will be responsible for managing marketing, advertising and promotional activities to increase awareness of the Jubilee Fellowship project among youth in Nigeria. The Fellows Support Analyst will ensure that there is a diverse representation of youth participation in the Jubilee Fellowship, including youth from hard-to-reach areas, female youth and youth living with disabilities.

Duties and Responsibilities

  • Under the direct supervision of Crisis Prevention and Recovery Advisor, the Fellows Support Analyst will be responsible for the following functions and tasks:

Specific Functions / Results Expected
Policy Research and Strategy Development on Youth Development:

  • Conduct analysis of data, case evidence and research findings to distill relevant lessons in support of youth employment policies and strategy development;
  • Provide strategic support in the development of guidance documents on youth employment strategies, and related tools;
  • Identify potential new areas of intervention on youth empowerment focusing on demands and gaps at the Nigeria country level.

Project delivery and Support:

  • Support the implementation of the Nigeria Jubilee Fellowship by supporting talent management efforts;
  • In collaboration with the Talent Management Team, support the placement of Fellows in private and public sector host entities, ensuring that placement aligns with Fellows’ career interests;
  • In collaboration with the Monitoring, Evaluation and Learning Team, support the monitoring of Fellows’ participation and performance during the Fellowship period;
  • Address concerns raised by Fellows through the existing feedback mechanisms, by providing recommendations to management;
  • Provide support in the preparation of reports that responds to country office needs, including through the provision of capacity building and backstopping;
  • Strengthen UNDP’s relationship with professional youth networks and identify new entry points for effective youth engagement;
  • Support the establishment of alumni networks of previous participants of the Jubilee Fellowship;
  • Establish youth reference group to support the implementation of the Jubilee Fellowship program.

Innovation and Future of Work:

  • In collaboration with Talent Management Team and Monitoring, Evaluation and Learning Team, assess youth labour needs, including a skills gap analysis;
  • Develop and implement youth skills development strategy;
  • Provide market intelligence for the future of Work for Youth in Nigeria including Horizon scanning of the future trends emerging in the age of Fourth Industrial Revolutions;
  • Proactively explore and identify approaches for government and other partners stakeholders in the innovation ecosystem to take to harness opportunities and be fit for challenges stemming from the Fourth Industrial Revolution, urbanization, aging society, climate change, etc;
  • Support identification of future skills required for youth, both for in-house development during the Fellowship period and post-Fellowship period for attraction through networking;
  • Explore approaches stakeholders in the system take to scale learning and knowledge sharing across their respective organizations.

Institutional Arrangement Reporting:

  • The Fellows Support Analyst will be report to the Team Lead for the Jubilees Fellowship Programme (Crisis Prevention and Recovery Advisor) and may require to also have a matrix reporting to the Data Management Specialist while working in cooperation with the Impact Learning and Monitoring Analyst in ensuring the smooth run of the programme.

Required Skills and Experience
Education:

  • Advanced Degree in Social Policy, Public Policy, Politics, Development Studies, Statistics, Political Science, International Relations or related field.
  • A first-level University Degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced University Degree.

Experience:

  • Possess 2 years of relevant experience in the youth agenda, private sector work, development work;
  • Working knowledge and experience in the area of digital media investment, strategy and planning;
  • Possess extensive experience in reporting, writing and editing highly complex strategy documents;
  • Excellent interpersonal and communication skills;
  • Working knowledge of UN principles, SDGs and international development in Africa;
  • Working knowledge of the private sector;
  • Strong communication, digital and data analytics skills;
  • Demonstrate the ability to showcase cross-disciplinary and cross-functional experience and expertise.

Language:

  • Fluency in spoken and written English.
