Job Title: Assistant Technical Officer, Primary Health Care

Project Description

  • Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. These IDPs are living among host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity.
  • FHI 360 has been working in Nigeria for over 30 years and is now expanding activities in Borno state to respond to the IDP crisis.
  • FHI 360 is expanding its expertise by responding to this humanitarian crisis through integrated WASH, Health and Protection interventions

Basic Function

  • The Assistant Technical Officer (ATO), Primary Health Care (PHC) will triage, examine, diagnose and treat patients in need of primary health care at the FHI 360-funded medical clinic. Based on the diagnosis, the ATO-PHC will prescribe appropriate treatment to patients and suggest follow up as required.

Duties and Responsibilities

  • Work as part of a multidisciplinary team of international and national staff to provide high quality patient care to an extremely vulnerable population.
  • Provides accurate diagnosis, treatment and management of patients in a primary health care setting
  • Assess patients and refers them for specialized health care (as required)
  • Participate in the delivery of quality health care to patients in a primary health care setting
  • Adheres to relevant Code of conduct and ethics
  • Participate in outreach and community health programs (as required)
  • Provide health education to patients
  • Maintain adequate and correct records of patient care including consumables & instruments utilized (if any)
  • Work with technical and M&E teams to collect appropriate baseline data on the life of the project
  • Remain informed on current programs in the field of Clinical Management of integrated medical services and related developments by reviewing current literature and staying alert to any implication of such experience and research to the project implementation especially the Clinical Management of integrated medical services at the facility level
  • Compiles and submits periodic reports
  • Ensure adequate infection prevention and control standards are maintained at all times.
  • Participates in Continuing Professional Development (i.e. training, mentoring)
  • Performs any other duties as may be assigned

Qualifications and Requirements

  • MB.BS, MD or similar degree with a minimum of 1 year relevant experience in emergency and constrained settings, INGO experience is most desirable. Must have a valid practicing license
  • 1-3 years relevant experience in a clinical setting.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

Knowledge, Skills & Attributes:

  • Knowledge of Nigerian clinical setting, including government and non-government settings.
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding program delivery
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English and Hausa.

  • Improving access to timely and quality Case Management services for children at risk.
  • Strengthening and Supporting Community Based Child Protection Mechanisms.
  • Setting up Child Friendly Spaces to meet psychosocial, development and cognitive needs of Children affected by conflict.
  • Protecting excluded children.

Basic Function

  • Under the overall supervision of the Field Coordinator (FC) and technical supervision of the Technical Officer – Child Protection, the ATO, Child Protection will oversee setting up and implementing child friendly spaces to meet psychosocial, development and cognitive needs of children affected by conflict.
  • She/He will also set up and support the operationalization of community-based child protection mechanisms.
  • The ATO, CP will also be responsible for all child protection awareness activities at community level with an aim to raise awareness on child protection related issues.

Duties and Responsibilities

  • In coordination with community leaders, local government authorities, identify based on the existing criteria of selection, community-based child protection committees in each community. Hold regular meetings with the community-based child protection committees and follow-up on actions to improve welfare of children in the community.
  • In collaboration with community leaders, local government authorities, identify based on pre-existing criteria the selection of Child Protection community volunteers who will work to disseminate child protection activities in the community.
  • Train and provide overall technical support and mentorship for community volunteers in charge of conducting CP awareness activities.
  • In coordination with beneficiaries and community leaders, identify suitable locations for setting-up Child-Friendly spaces in the assigned community.
  • Conduct regular feedback sessions with children to collect information on the relevance and usefulness of activities to children and make recommendations to improve such activities.
  • Liaise with the ATO, Case Management to ensure child in need of case management services are referred to ATO, CM for support.
  • In coordination with CP community volunteers, child protection committee members, leaders and local leaders and government authorities, organize and implement CP awareness campaigns on major international campaign days such as Day of the African Child, 16 days of activism etc.
  • In coordination with community leaders and community volunteers identify and conduct peer education sessions in the community
  • In coordination with the TO, CP establish a child protection LGA level coordination meetings and CP referral pathways.

  • Apply the case management steps to provide individualized support to children in need of case management.
  • Develop and implement the individual case planning for children in case management.
  • Ensure regular follow-up of the implementation of the case plan for each child.
  • Engage care givers, parents, and other key relations of the child in implementation of case planning with an aim to provide social support to the child to cope with different distress they may face.
  • Identify special needs of the children and liaise with the ATO-CP to meet these needs.

Basic Function

  • Under the overall supervision of the Field Coordinator (FC) and technical supervision of the Technical Officer – GBV Protection, the Assistant Technical Officer, Gender-Based Violence (GBV) Protection (A.T.O GBV Protection) will in day-to-day activities; implement Sexual and Gender Based Violence (SGBV) Protection and GBV Psychosocial Support and Counselling program activities at the field sites’ Safe Spaces, Health facilities, IDP Camps and Host Communities.

Duties and Responsibilities

  • Responsible for implementation of SGBV psychosocial support activities at Safe Space for survivors and identified vulnerable affected population members at risk of GBV.
  • Manage and mentor Case Workers on GBV Case Management.
  • Provide supportive supervision to community volunteers to monitor the applications of their training knowledge.

  • Familiarity with Nigerian law enforcement systems and NGOs and CBOs is highly desirable.

Job Title: Assistant Technical Officer (PSS – Safe Healing and Learning)

Project Description
The Humanitarian crises in Northeast Nigeria has profoundly impact children and adolescents and have caused long term disruption of every aspect of daily living, including housing, health, sanitation, recreation, and education. The crises have disrupted family relationships, disturb social cohesion, and have created feelings of isolation, uncertainty, fear, anger, loss, and sadness. This long-term exposure to the humanitarian crises in Northeast Nigeria without appropriate mitigation have been damaging to both physical and mental health of affected population.

Under the Protection Sector, FHI 360 aims at improving the wellbeing of vulnerable individuals through increased access to Psychosocial Support Services (PSS) and integrated Gender-Based Violence (GBV) support and Child Protection.  Position objectives under the Psychosocial Support Sub Sector (Specializing in Safe Healing and Learning) includes:

  • To establish and or oversee management of Safe Healing and Learning Spaces (SHLS) aspect of PSS for children and families and Communities and oversee the delivery of group Social Emotional Learning.
  • To provide support and coaching to the PSS-SHLS Assistant Technical Officers.
  • To ensure monitoring, documentation, and reporting on activities
  • To liaise and coordinate with other stakeholders (other FHI360 Sectors and/or service providers)

Basic Function

  • Under the overall supervision of the Field Coordinator (FC) and technical supervision of the Technical Officer – PSS-SHLS, the ATO, Safe Healing and Learning will oversee the implementation of the Safe Healing and Learning approach and the implementation of adolescent mentoring sessions.
  • The ATO will ensure social emotional learning sessions, indoor and outdoor activities are conducted as per the SHLS established standards.
  • He will also be responsible for organizing and overseeing implementation of adolescent mentorship classes through adolescent clubs and outdoor activities for children and adolescents.

Duties and Responsibilities
Implementing Safe Healing and Learning Activities:

  • In coordination with community leaders and local authority, identify suitable SHLS facilitators who will be responsible for facilitating Social Emotional Learning (SEL) for children aged 6 – 11 years.
  • Conduct training for the SHLS facilitators on the SHLS and SEL module.
  • Conduct prepping sessions with each Facilitator before each class and hold weekly review meetings with all facilitators to review challenges, lessons learnt.
  • In coordination with the Child Protection Technical Officer, develop a rigorous SHLS daily and weekly schedule that will encompass SEL classes for boys and girls, outdoor activities and adolescent club mentoring sessions.
  • Oversee enrolment of children into the SEL classes, ensuring informed consent from each child’s care giver and assent from each child is received before commencing classes.
  • Conduct weekly quality assurance of SEL classes to determine facilitation skills by SHLS facilitators, inclusion of all children during classes (especially children with special needs), attendance of children and make immediate corrective measures for implementation during the following week.
  • In coordination with the ATO – Case Management conduct identification and safe referral of children at risk in the SHLS and enroll children referred from case management into psychosocial activities in the SHLS.

Implementing outdoor activities at the SHLS:

  • Ensure SHLS grounds are safe from any objects that may harm children participating in outdoor activities.
  • Report any risks to children to the Field Coordinator and the Protection Coordinator.
  • In coordination with children, community volunteers and SHLS facilitators, develop a compendium of games and other activities that will stimulate children cognitive and social development and oversee the implementation of the activities each week.
  • In coordination with the ATO – CP, ensure Health, WASH and Nutrition sectors are allocated time during the SHLS outdoor activities to conduct awareness and other related activities for children.

Implementing Adolescents mentoring sessions:

  • Identify and enroll adolescents aged 12-17 years into adolescent clubs ensuring consent from each care giver before enrollment.
  • Facilitate adolescent life skills sessions each week at the SHLS.
  • Regularly invite role models to speak to adolescent club members on career development among other salient topics.
  • Support adolescents to identify and implement a community project once a year.
  • Support members of the adolescent clubs to set up adolescent peer educator’s club and provide technical support for the dissemination of child protection messages among their peers.

Project Description
The Humanitarian crises in Northeast Nigeria has profoundly impact children and adolescents and have caused long term disruption of every aspect of daily living, including housing, health, sanitation, recreation, and education. The crises have disrupted family relationships, disturb social cohesion, and have created feelings of isolation, uncertainty, fear, anger, loss, and sadness. This long-term exposure to the humanitarian crises in Northeast Nigeria without appropriate mitigation have been damaging to both physical and mental health of affected population.

Under the Protection Sector, FHI 360 aims at improving the wellbeing of vulnerable individuals through increased access to Psychosocial Support Services (PSS) and integrated Gender-Based Violence (GBV) support and Child Protection.  Position objectives under the Psychosocial Support Sub Sector (Specializing in Safe Healing and Learning) includes:

  • To establish and or oversee management of Safe Healing and Learning Spaces (SHLS) aspect of PSS for children and families and Communities and oversee the delivery of group Social Emotional Learning.
  • To provide support and coaching to the PSS-SHLS Assistant Technical Officers.
  • To ensure monitoring, documentation, and reporting on activities
  • To liaise and coordinate with other stakeholders (other FHI360 Sectors and/or service providers)

Basic Function

  • Under the overall supervision of the Field Coordinator (FC) and technical supervision of the Technical Officer – PSS-SHLS, the ATO, Safe Healing and Learning will oversee the implementation of the Safe Healing and Learning approach and the implementation of adolescent mentoring sessions.
  • The ATO will ensure social-emotional learning sessions, indoor and outdoor activities are conducted as per the SHLS established standards.
  • He will also be responsible for organizing and overseeing implementation of adolescent mentorship classes through adolescent clubs and outdoor activities for children and adolescents.

Duties and Responsibilities
Implementing Safe Healing and Learning Activities:

  • In coordination with community leaders and local authority, identify suitable SHLS facilitators who will be responsible for facilitating Social Emotional Learning (SEL) for children aged 6 – 11 years.
  • Conduct training for the SHLS facilitators on the SHLS and SEL module.
  • Conduct prepping sessions with each Facilitator before each class and hold weekly review meetings with all facilitators to review challenges, lessons learnt.
  • In coordination with the Child Protection Technical Officer, develop a rigorous SHLS daily and weekly schedule that will encompass SEL classes for boys and girls, outdoor activities and adolescent club mentoring sessions.
  • Oversee enrolment of children into the SEL classes, ensuring informed consent from each child’s caregiver and assent from each child is received before commencing classes.
  • Conduct weekly quality assurance of SEL classes to determine facilitation skills by SHLS facilitators, inclusion of all children during classes (especially children with special needs), attendance of children and make immediate corrective measures for implementation during the following week.
  • In coordination with the ATO – Case Management conduct identification and safe referral of children at risk in the SHLS and enroll children referred from case management into psychosocial activities in the SHLS.

Implementing outdoor activities at the SHLS:

  • Ensure SHLS grounds are safe from any objects that may harm children participating in outdoor activities.
  • Report any risks to children to the Field Coordinator and the Protection Coordinator.
  • In coordination with children, community volunteers and SHLS facilitators, develop a compendium of games and other activities that will stimulate children cognitive and social development and oversee the implementation of the activities each week.
  • In coordination with the ATO – CP, ensure Health, WASH and Nutrition sectors are allocated time during the SHLS outdoor activities to conduct awareness and other related activities for children.

Implementing Adolescents mentoring sessions:

  • Identify and enroll adolescents aged 12-17 years into adolescent clubs ensuring consent from each caregiver before enrollment.
  • Facilitate adolescent life skills sessions each week at the SHLS.
  • Regularly invite role models to speak to adolescent club members on career development among other salient topics.
  • Support adolescents to identify and implement a community project once a year.
  • Support members of the adolescent clubs to set up adolescent peer educator’s club and provide technical support for the dissemination of child protection messages among their peers.
