Primary Duties and Responsibilities

  • Health Policy Plus (HP+) is a USAID-funded project that was awarded to Palladium in August 2015 as a five-year, $185 million project; the project was later awarded a two-year extension and $37 million added to its value, making it a seven-year program worth $222 million. HP+ has a mandate across the global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health, and maternal health.
  • It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.
  • HP+ provides technical assistance to governments, civil society, and the private sector to effectively engage in domestic resource mobilization, put in place sustainable financing and accountability mechanisms, and make progress toward global, national, and subnational health goals. HP+ has been engaged by the USAID Nigeria Office to conceptualize and design activities to improve sustainable financing for HIV/AIDS, TB and Malaria.
  • The Health Finance Officer will support daily operations and documentation of HP+ activities alongside members of the team. Under the guidance of the Technical Advisor and Country Director, she will play an integral role in supporting discussions/workshops with stakeholders, documenting program performance and developing evidence-based policy and advocacy materials aimed at facilitating sustainable financing for HIV, TB and Malaria in Nigeria.

Key Responsibilities:

  • Provide analytical support (including desk-based research, literature reviews, and/or
    qualitative analyses) to support the development of policy and advocacy materials on health financing.
  • Support the technical assistance to the Federal Ministry of Health for the development of a financial sustainability plan for HIV, TB and Malaria
  • Support the design, preparation, and facilitation of workshops and roundtable engagements with stakeholders as necessary (e.g., from Donor, Private and Government agencies).
  • Contribute sections to several reports and materials for USAID and the HP+ website
  • Support Lagos State health Insurance Integration and DRM work.
  • Organize meetings and workshops with key stakeholders and develop meeting summaries.
  • Support program’s monitoring and evaluation (M&E) activities and the development of program performance report
  • Conduct other tasks as assigned by the HP+ team.

Required Qualifications

  • A Master’s Degree in Public Health, Health Economics, Health Financing or other related disciplines
  • At least 3 years’ relevant work experience in health, health financing, and research. (Experience in HIV/AIDS preferred).
  • Experience in qualitative data analysis
  • Proficiency with Microsoft Office Suite (MS Excel, Word, PowerPoint, etc).
  • Attention to detail and good analytical thinking skills
  • Excellent interpersonal skills and ability to connect with a wide variety of different stakeholders.
  • Experience working with and meeting the needs of various stakeholders (PEPFAR, the Global Fund, Federal and State government officials, and other development partners).
  • Good oral communication and writing skills

Evaluation Criteria
Applications will be evaluated based on the following criteria:

Health Financing and Economic Analysis (40%):

  • Experience with desk-based research, literature reviews, and/or qualitative analyses
  • Experience conducting health/economic analysis, research, literature review, quantitative analysis
  • Experience in the design, preparation, and facilitation of workshops and roundtable engagements with stakeholders
  • Relevant work experience with HIV Integration and DRM efforts

Monitoring and Evaluation and previous work with Federal Ministry of Health and USAID (30%):

  • Relevant experience in monitoring and evaluation experience and the development of program performance report
  • Relevant work experience with the Federal Ministry of Health
  • Relevant work experience with USAID
  • Relevant educational background
