Job Title: National Programme Support Officer – Monitoring Evaluation Accountability and Learning (MEAL)

Context
Under the overall guidance of the Chief of Mission and the direct supervision of the Head, Programme Support Unit and in close coordination with Programme Managers, the successful candidate will oversee the Monitoring and Evaluation (M&E) aspects of all IOM programmes and projects in Nigeria and assist in their relevant and effective implementation, in line with the specific donors’ requirements.

Core Functions / Responsibilities

  • Support the development of overall mission MEAL frameworks for project/programmes design including the preparation of monthly, quarterly, or annual programmes/projects reviews, impact assessments, process and operations monitoring, realtime, mid-term and final evaluations and lessons-learned workshops.
  • Design, test and regularly review the information and data collection tools ensuring compliance with relevant monitoring and reporting requirements.
  • Review monitoring reports analyse them and identify the causes of potential bottlenecks in project implementation and suggest necessary corrective actions.
  • Assist with the regular sharing of M&E findings with relevant stakeholders in the Mission and other IOM offices and departments, and that monitoring data are discussed in the appropriate fora in a timely manner.
  • Produce regular monitoring reports to be shared with external stakeholders such as donors and coordinate with the Public Information Officer with regards to utilization of the outputs of M&E findings in external materials.
  • Participate in and contribute to the United Nations Monitoring and Evaluation Group to ensure that the IOM programmes/projects planning, and achievements are reflected and updated in a timely manner based on a Results Based Management (RBM) framework approach.
  • Support the project development and donor reporting through elaboration and revision of the programmes/projects log frame/result matrix on a continuous basis, provide inputs in the areas of the objective hierarchy, indicators, and monitoring mechanisms.
  • Undertake duty travel as required.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

  • Master’s degree in Social Sciences, Migration Studies, International Relations, Statistics or a related field from an accredited academic institution or University degree in the above fields with two years of relevant professional experience.
  • Substantial experience in project design and implementation preferably with experience in the field of research and MEAL.
  • Strong technical competence and experience in project development, quantitative and qualitative M&E methods, data analysis, reporting and understanding of contemporary trends and innovations in the field of monitoring, evaluation, accountability, and learning (MEAL).
  • Knowledge of remote monitoring and evaluation framework and data analysis
  • Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.

Skills:

  • Computer/software literate, preferably advanced skills in excel, PowerPoint, SPSS, kobo toolbox, ODK and report writing.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.

Languages:

  • Fluency in English and working knowledge the local language.

Context
Working under the overall supervision of the Reintegration Officer, Migration Management and the direct supervision of the Senior Project Assistant (MM/MPA), the successful candidate will contribute to the implementation of the AVRR Programme in Nigeria:

Core Functions / Responsibilities

  • Assist in the day-to-day implementation of AVRR and any other related projects.
  • Assist tracking of the implementation of case management related to reintegration assistance.
  • Distribute travel and reintegration allowances to returning migrants, when necessary.
  • Complete the beneficiary profile and needs assessment formats and codify and store information into a database.
  • Review conditions of the reintegration plan as pertaining to the AVRR program and coordinate with resource management unit for the implementation.
  • Document and file all beneficiaries’ data in a database and case record for reference and update it regularly.
  • Support preparation and timely submission of monthly monitoring reports.
  • Digitize and encode information into database and MiMoSa.

Required Qualifications and Experience

  • Degree / Certificate in related field; or an equivalent combination of education, training & experience, or a related field from an accredited academic institution with 1 year of relevant experience or High School Diploma in the above fields with three years of relevant working experience
  • Good knowledge of project development, administration and evaluation concepts and procedures is an advantage.
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.

Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this programme, IOM is also implementing additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
  • Working under the overall supervision of the National Project Officer (MM/AVRR), Lagos, and the direct supervision of the Senior Project Assistant (MM/MPA), in Lagos, the successful candidate will contribute to the implementation of the AVRR component under the Migration Management Unit, with a view to strengthen local actors’ capacities especially at state level to provide improved rehabilitation and reintegration support services as required under the Migration Management Unit.
