Job Title: Consultant – IOM Nigeria COMITAS Project

Objective

  • The consultant will be working under the project “Contributing to the mitigation of conflict over natural resources between farmer and herder communities in Adamawa state, Nigeria (COMITAS), and more specifically under the supervision of the IOM Nigeria COMITAS Project Coordinator

Target:

  • The candidate will be responsible and accountable for developing and strengthening a two-way policy engagement on the national livestock transformation plan between the federal, state, local government area, and community levels, in the framework of the COMITAS consortium project.

Core Functions / Responsibilities

  • Support the Steering Committee of the COMITAS project, by coordinating and facilitating meetings aimed at promoting a two-way policy engagement on the national livestock transformation plan between the federal, state, local government area, and community levels; building mutual trust and sustainability in the long term.
  • In coordination with the IOM COMITAS project coordinator, coordinate with COMITAS field partners to ensure a close communication and the two- way exchange of the outcomes of the various meetings at the federal, state and local levels as well as the dialogues and communications with communities throughout the implementation of the project.
  • Liaise with national and international institutions, international and non-governmental organizations and other relevant partners and donors to identify best practices and lessons learned that could be applied to the implementation of the National Livestock Transformation Plan- NLTP. This can also imply desk reviews including sources of information as the transhumance tracking tool’s situation reports, early warning bulletins, policy briefs, and outcomes of the various meetings and dialogues produced at the field level.
  • Liaise with the working group and coordination group of the NLTP, and inform all relevant Government officials from federal, state, local government area, ensuring a timely communication of relevant data collected at the field level (including early warning and conflict trends assessments at the local and / or state level) and potential effects of the NLTP for the communities as well as perceptions, concerns, and expectations of the latter.
  • Coordinate and facilitate meetings with relevant state and federal authorities as well as project partners on the progress of the COMITAS project to inform the discussions at a high political level.
  • In coordination with the IOM COMITAS project coordinator and Search for Common Ground, liaise with the forum on farmer and herder relations in Nigeria (FFARN) to support the analysis on the implementation of the National Livestock Transformation Plan and its effects on peacebuilding efforts, as well as support FFARN members with the production of policy briefs that integrate voices from the community. Such policy briefs will be communicated to the working group and coordination group of the NLTP.
  • In coordination with the IOM COMITAS Project Coordinator and Search for Common Ground, liaise with regional and national farmer and herder associations to support the analysis on transhumance patterns and trends in Nigeria and in the region, and communicate such analysis to the relevant stakeholders.
  • Report to the COMITAS Project Coordinator on the coordination progress on a monthly basis.
  • Undertake duty travel relating to liaison with counterparts, as required.

Measurable Output & Performance Indicators of the work assignment:

  • Develop a document on best practices and lessons learned that could be applied to the implementation of the National Livestock Transformation Plan- NLTP.
  • Coordinate and facilitate at least one meeting with relevant state and federal authorities as well as project partners and the steering committee of the COMITAS project.
  • Coordinate monthly meetings (at least 5 meetings) with the working group and coordination group of the NLTP.
  • Coordinate monthly meetings (at least 5 meetings) with relevant Government officials from federal, state, local government area for the implementation of the COMITAS project.
  • Coordinate monthly meetings (at least 5 meetings) with the forum on farmer and herder relations in Nigeria (FFARN) and with the regional and national farmer and herder associations to support the analysis on the implementation of the National Livestock Transformation Plan.
  • Report of the facilitation of each meeting.
  • Monthly reports on the coordination progress, submitted to the COMITAS Project Coordinator.

Required Qualifications and Experience
Education:

  • Master’s degree in International Relations, Management, Development Studies, Planning, Business Administration, or a related relevant discipline preferably with a specialization in conflict analysis, conflict prevention, peacebuilding and / or negotiation from an accredited academic institution or University degree in the above fields with five years of relevant professional experience.

Experience:

  • Demonstrated expertise in conflict prevention / conflict mitigation and peacebuilding issues;
  • Thorough understanding of the farmer- herder conflict in the context of the Middle Belt in Nigeria, as well as in the rest of the Lake Chad Basin Region.
  • Expertise in dialogue facilitation and negotiation, especially in the specific area of intervention;
  • Strong communication skills, and ability to liaise with various stakeholders, especially with government officials;
  • Experience in working with relevant government authorities, governmental and non-governmental institutions supporting conflict prevention / conflict mitigation and early warning;
  • Demonstrated ability to write high quality, methodologically sound, analytical papers in English. Knowledge of French is an asset;
  • Be willing to undertake in-country travel related to the assignment.

Objective

  • Consultancy for the Engagement of a National Expert for the Development of SOPs for Institutional Use of Migration Information Data Analysis System (MIDAS) with Vulgarization and Training Sessions
  • To initiate and reinforce the operationalization of legal and institutional tools and mechanisms in Nigeria, and to frame the potential benefit and advantages brought about through the collection of biometric data by the Government (most notably the Nigeria Immigration Service – NIS), IOM is seeking a qualified consultant to develop Standard Operating Procedures (SOPs) on the use of MIDAS, which will be designed to set out the key stages of implementing data protection by design and default in respect of all border security activities which involve the collection and processing of personal data and thus support the implementation of the data protection policy.
  • Adherence to this Procedure will provide evidence that an appropriate risk assessment of data protection compliance and security certification can be undertaken and ensures that consideration has been given to the data protection implications of any activity and the application of all relevant data protection principles before personal data processing takes place.

Target:

  • Under the direct supervision of the IBM project Senior Programme Manager and in close coordination with the Immigration and Border Management unit, the successful candidate will work as a consultant on the IOM Immigration and Border Management (IBM) project portfolios “The IBM projects are implemented in collaboration with the Nigeria Immigration Service (NIS).
  • The CSSF of the UK government has funded a project called “CATS – Enhancing cross-border cooperation on border management and counter-trafficking between Niger and Nigeria” for a duration of 32 months to enhance Border Management Information System (BMIS) use in Nigeria and Niger. Nigeria is presently engaged in the process of installation and implementation of a BMIS, named Migration Information Data Analysis System (MIDAS), which was developed by the International Organisation for Migration (IOM) in 2009.
  • Currently, Nigeria has MIDAS installed and operational at 5 main International Airports, 3 seaports, 13 land borders, 3 NIS State Commands and NIS Headquarters creating a data / system architecture under the control of the Nigeria Immigration Service (NIS). IOM’s MIDAS systems generate a high volume of personal data that falls under the property of the Government of Nigeria.
  • An important aspect of this program will be to reinforce host countries to adequately frame the data life cycle management, in order to ensure the efficiency of the use and the added value of the MIDAS system. Although digitizing information and databases is a very efficient way of handling large amounts of information, it also opens that information up to the threat of being misused or used outside of the system, since it is a very new tool for Nigeria. Therefore, it is crucial that administrators in charge of systems handling personal data of people are capable of protecting that information.

Core Functions / Responsibilities
Develop SOPs on legal and institutional use of MIDAS linked to data processing and management in Nigeria in coordination with the project team. (April – May 2021 – 15 days):

  • Develop work plan and methodology for the SOP preparation
  • Engage with national stakeholders on data protection and management to establish a description of the prevailing practical / operational process of data sharing within Nigeria and with third parties in comparison with international standards regarding data protection.
  • Coordinate with the IBM team and the National Technical Committee which will provide technical input during the preparation of the SOPs.
  • Draft SOPs with inputs from stakeholders and joint consultative meetings
  • Develop a framework on legal reform for including MIDAS data protection, use, maintenance and obligations in relevant Nigeria’s legal document(s) pertaining to migration.
  • Finalize the document for validation in coordination with the Technical Committee and the IBM Senior Project Manager.
  • Perform other tasks related to the development of the SOPs that may be required in coordination with the IBM team.

Facilitate pre-development joint consultative meeting. (May 2021 – 5 days):

  • Provide discussion points and areas for circulation to participants.
  • Brief on information sharing & national / international cooperation mechanisms, structures and best practices to guide discussion(s)
  • Pre and post meeting evaluation of participants

Facilitate mid-development consultative joint meeting. (May 2021 – 5 days):

  • Brief on draft outline and structure of the Information Sharing & national / international cooperation SOPs.
  • Review of draft information sharing & national / international cooperation SOPs outline and structure
  • Compile the comments and inputs shared during the review process and revise draft SOPs based on feedback
  • Post- meeting evaluation of participants to test consensus or acceptance level of draft.

Facilitate joint validation meeting. (June 2021 – 5 days):

  • Review the final draft SOPs within national and regional contexts.
  • Facilitate validation meeting including mixed group breakout sessions to review specific sections of the draft SOPs manual
  • Compile relevant concerns and comments and ensure subsequent incorporation into the final SOPs.

Facilitate training sessions for relevant border officials. (June – July 2021 – 10 days):

  • Draft a concept note for the capacity building training designed for relevant officials on the final draft of the SOPs / Use of MIDAS with a clear description of the context and the steps to be taken by government. Coordinate the process with relevant partners, approval should be gotten from the IOM IBM Team.
  • In coordination with the Technical team, NIS and IBM team, prepare the agenda and presentation materials for the capacity building training.
  • Prepare a summary report articulating gaps and challenges and processes to be proposed in Nigeria

Tangible and Measurable Output of the work assignment:

  • 1st deliverable: by 30th April 2021 – Successful Develop draft SOPs to be reviewed by relevant government partners for the legal and institutional use of MIDAS based on task (a).
  • 2nd deliverable: by 30th April – 31st May 2021 – Facilitation of consultative and validation meeting with relevant government partners and IOM IBM team based on task (b, c & d).
  • 3rd deliverable: by 30th June 2021 – 4)
  • Review the final draft SOPs within national and regional contexts based on task (e).
  • 4th deliverable: by 30th July 2021 –  Facilitation of training sessions for relevant officials on the SOPs for the institutional use of MIDAS including vulgarisation based on task (e).

  • University degree in the above fields with five (5)- seven (7) years of prior work experience in dealing development of SOPs for national, regional and international use with regards to data protection and management

Experience:

  • Demonstrated knowledge and experience in undertaking research especially in the area of data management and data protection.
  • Demonstrated experiences and skills in facilitating stakeholder / working group consultations.
  • Relevant regional and international experience will be an added advantage.
  • Demonstrated knowledge and experience in developing SOPs especially in the area of data management and data protection. Context

  • Under the general supervision of the IOM Chief of Mission for administrative matters, and the direct supervision of the Chief Migration Health Physician of the IOM Lagos office for technical matters, the National Migration Health Physician will be responsible for providing clinical, administrative and project management support for migration health assessments and treatment of migrants assisted by the Organization. He/she will:

Core Functions / Responsibilities

  • Assist to coordinate and manage all the migration health activities in IOM Lagos. This includes but not limited to logistic preparation for medical screening, handling and safekeeping of individual medical files, collection of biodata and medical history, physical examination, ensuring identity checks of the applicants and confidentiality of information throughout the screening process.
  • Supervise clinical and non-clinical staff to ensure all migration health activities are performed in an effective and efficiency manner.
  • Perform migration health assessment of migrants (refugees and non-refugee immigrants) according to the country- specific immigration medical technical instructions and guidelines.
  • Assist to ensure proper identification and coding of biological samples, maintain strict client confidentiality, liaise with various health service providers to facilitate handling of biological samples, and coordinate the procedures and supervision of the collection of sputum samples for culture and sensitivity for Tuberculosis (TB).
  • Review chest x-ray films, radiologist’s reports and laboratory reports and ensure medical forms are completed as per the technical guidelines.
  • Counsel applicants with chest x-ray findings consistent with active or inactive TB and explain diagnostic procedures for TB (sputum smears and culture).
  • Inform applicants about clinically significant chest x-ray findings not compatible with tuberculosis and suggest follow up.
  • Counsel applicants diagnosed with tuberculosis and refer them for treatment to the institutions of the National TB Control Program or MHAC DOT Unit and monitor proper TB treatment follow up. Provide applicants with a referral letter, copy of chest x-ray and copy of sputum smear and culture results.
  • Counsel and refer family contacts of applicants with infectious tuberculosis for further investigation.
  • Assist to review and sign certificates for eligible applicants.
  • Assist with applicant registration and data entry into the appropriate IOM Global Software, if so required.
  • Assist with the quality control/quality assurance by liaising with the service providers (radiology unit, microbiology laboratory) on a regular basis, correct minor digressions from the regular procedure, inform Chief Migration Health Physician about current or potential problems jeopardizing integrity of the program and suggest improvements and ways to optimize procedures.
  • Perform any other duties as may be assigned by the supervisor.

Required Qualifications and Experience

  • Master’s Degree in Public Health or other related clinical specialties / Medicine or a related field from an accredited academic institution or University degree in the above fields with two years of relevant professional experience.
  • Registered to practice in Nigeria and with a valid registration license.
  • Experience in administration/management an advantage.
  • Continuous clinical experience in busy public or private hospitals
  • Training/experience in Paediatrics, Internal Medicine or Infectious Diseases is an advantage.

Context

  • Under the overall supervision of the Chief of Mission and under direct technical supervision of the COVID-19 Isolation and Treatment Centre, the successful candidate will be responsible for the day to day clinical activities of the COVID-19 Isolation and treatment Centre in Abuja.

Core Functions / Responsibilities

  • Undertake day-to-day clinical duties at the COVID-19 Isolation and Treatment Center.
  • Support follow up and tracking of positive cases and direct contacts.
  • Determine and facilitate laboratory services required by the patients admitted at the Isolation and Treatment Center.
  • Coordinate with other clinical team members and consultants in the case management of the patients admitted at the Center.

Context

  • Under the overall supervision of the Chief of Mission and working under the direct supervision of the Manager for the Isolation and treatment Centre the incumbent will be responsible for day-to-day clinical nursing activities of the COVID-19 Isolation and treatment Centre in Abuja.

Core Functions / Responsibilities

  • Assist the physicians in various duties related to management of patients admitted at the Isolation and Treatment Centre. This includes but not limited to: logistic preparation of medical examinations, procedures for quality control and quality assurance, handling of medical files, collection of bio-data and medical history, taking anthropometric measurements, identity check and ensuring confidentiality of medical information throughout the process.
  • Administer treatment as prescribes and complete relevant records and reports as needed.
  • Liaise with the laboratory staff and ensure timely receipt of laboratory results, record/ attach the results in the appropriate medical files.
  • Assist with registration, data entry and printing out of records and other medical documents.
  • Support collection/preparation of reports/statistical information as requested by the supervisor.
  • Assist with monitoring and ensuring availability of medical supplies.
  • Perform any other duties as may be assigned by the supervisorParticipate in the improvement of the service system according to adopted work plan in the laboratory.
  • Perform such other duties as may be assigned.

Required Qualifications

  • Minimum a Diploma in Clinical Nursing from an accredited academic institution.

Experience:

  • Minimum four years of continuous practice post-graduation, registered to practice in Nigeria and with a valid registration license.
