Job Title: Operations Manager – RI, USAID MOMENTUM Routine Immunization Transformation and Equity Project

The USAID’s MOMENTUM Routine Immunization Transformation and Equity (M-RITE) aims to sustainably strengthen routine immunization (RI) programs to overcome the entrenched obstacles contributing to stagnating and declining immunization rates; and address the barriers to reaching zero-dose and under-immunized children with life saving vaccines and other health services. M-RITE is a consortium of global leaders in immunization system strengthening approaches, integrated management and service delivery, health system strengthening (HSS), financing, data and learning, social and behavior change (SBC), strategic partnerships, gender, and human-centered design (HCD). Led by JSI Research & Training Institute, Inc. (JSI), along with PATH, Results for Development (R4D), Accenture Development Partnerships (ADP), CORE Group, and The Manoff Group, the consortium has extensive experience in shaping global strategies and collaborating with local partners to improve immunization outcomes and build on past learning and accomplishments.

The project’s mandate is to strengthen the capacity of USAID partner countries to overcome entrenched obstacles to equitable immunization coverage. Additionally, M-RITE contributes to ongoing global efforts to mitigate the impact of COVID-19 on immunization services and supports countries to prepare for and introduce COVID-19 vaccines. The project’s combination of expertise and perspectives is critical to addressing the complex problems that have contributed to the stagnation and decline of vaccination coverage in many countries, exacerbated by immunization service disruptions due to the COVID-19 pandemic. These disruptions have increased the risk of countries experiencing outbreaks of measles, polio, and other vaccine-preventable diseases (VPDs).

Summary

  • The Operations Manager is responsible for the management and implementation of effective and efficient operational, financial and compliance activities that deliver the project in accordance with contractual obligations, company policies, Group Standard Operating Procedures (SOPs), Guidelines and client rules and regulations.
  • The Operations Manager will oversee additional staff members at the State levels.
  • This person will report to the Director of Finance and Operations.

Responsibilities

  • Assists in overseeing overall operations at Abuja Office and provides operations guidance and oversight for M-RITE state offices
  • Works with the finance team and technical leads to manage and forecast cash needs for Nigeria offices
  • Regularly reviews operations practices, develops, and optimizes internal operations policies, and provides feedback on risk mitigation strategies
  • Performs project procurements as per the procurement policies and donor regulations including maintaining vendor lists, solicitation of quotations/proposals, and documentation of procurement decisions and contracts, and managing vendor relationships
  • Ensures timely receipt of quality services/goods and best value for the price; ensures that vendors are timely paid and procurement contracts are closed in order; manages office facilities, equipment, assets, vehicles, IT, etc.; and maintains up-to-date assets registers

Candidate Requirements

  • A relevant Bachelor’s Degree and Master’s Degree are required;
  • A minimum of 7 years relevant work experience;
  • A minimum of 3 years project management experience with DFID, DFAT, USAID or other donor client(s);
  • Experience managing large and complex projects with a high risk profile;
  • A minimum of 2 years of people management experience, including setting performance objectives, managing for results, giving and receiving feedback, performance evaluation and mentoring and coaching;
  • A minimum of 2 years of work experience in a developing country or similar environment.

Job Title: Monitoring and Evaluation Associate – COVID-19 USAID MOMENTUM Routine Immunization Transformation and Equity Project

  • It works to build countries’ capacity to identify and overcome barriers to reaching zero-dose and underimmunized children and older populations with life-saving vaccines and other integrated health services. Summary

  • The Monitoring and Evaluation (M&E) Officer will be responsible for daily data collection, monitoring activity progress according to project indicators, and tracking implementation of quality improvement measures.
  • S/He will establish key components of the M&E system (MEL FLOW), including data collection, analysis and reporting on key output, outcome and impact indicators for the program and develop data dashboards for real-time reporting.
  • S/He will also be responsible for ensuring data quality and accuracy and collecting, analyzing and processing M&E data, assisting in monitoring and reporting against USAID performance indicators and results, developing methods and milestones to monitor the project’s progress towards its goals, and contributing to programs strategy to ensure that activities and assignments are carried out as planned and project objectives are being achieved.

  • The Finance Manager is a full-time position responsible for ensuring the smooth processing of financial information. The primary role of theFinance Manager will be to directly support the Finance & Operations Director in Abuja, Nigeria to ensure effective planning and implementation of MRITE deliverables. The role encompasses oversight of the financial operations and finance employees.

Responsibilities

  • Support senior level finance and operations staff to ensure that project deliverables are met.
  • Review financial and operational content for appropriate project reports.
  • Support the annual workplan process and other strategic planning processes.

  • The Program Associate (PA) will support the implementation of programme strategies, and program management. The PO will also be integral to the creation of strategic partnerships and implementation of the resource mobilization strategy for the programme activities and the SCALES 3.0.
  • This person will assist with the provision of advisory services to the Government and facilitation of knowledge building and management;

Responsibilities
Support the management and provide technical support:

  • Provide technical support in the development and implementation of an integrated strategy for the delivery of technical assistance, policy advocacy and programme support. The strategy should reflect the response and recovery of COVID-19/SCALES 3.0;
  • Delivery and monitoring of activities aligned to the Programme Framework;
  • Draft annual work plans and progress and financial reports under the Programme Framework and as per internal JSI processes;
  • Review project implementation;
  • Document good practices and updates from the programme, for website and quarterly reporting;

Implementing of processes and documentation:

  • Document and track innovative strategies/best practices/new approaches;
  • Ensure the implementation of the programme aligned to the programme strategy;
  • Review and adopt new approaches as applicable;

Coordination and maintaining database of partners:

  • Coordinate with USG agencies under the programme and other team members of UN Agencies;

Summary

  • Under the supervision of M-RITE’s State Team Lead (STL), the State Immunization Technical Officer (SITO) will serve as core member of M-RITE’s technical team in the state. Each SITO will work both with M-RITE’s broader team, and as an extension of the State’s technical team, to support the State Primary Health Care Development Agency (SPHCDA) or State Primary Health Care Board (SPHCB) to implement its RI Annual Operation Plan (AOP). 
  • This will require intensive collaboration and coordination with numerous public and private partners. M-RITE will also support the State in implementing the “Primary Health Care under One Roof” policy in the context of RI system strengthening. M-RITE’s SITO will be assigned to collectively provide full geographic coverage of program assistance across all Wards and Local Government Areas (LGAs).  
  • Seen as an extension of the State’s routine immunizationI strengthening team, each State SITO will be expected to help champion collaboration, creative thinking, and resource-efficient approaches. This will include supporting collective efforts to identify early successes for RI to achieve rapid and sustainable increases in coverage by the end of the program’s assistance, while ensuring a maintained focus on sustained and targeted 
  • investment; support the delivery of dependable, regular, high-quality immunization services; promote continued state ownership, financing and accountability for primary health care, including immunization; encourage a move away from unsuccessful polio/COVID-19-driven approaches to strengthening the RI system; ensure the RI system’s readiness to support the identification and vaccination of zero doses; introduction of new vaccines; and, where appropriate, pilot and/or scale up new incentives and disincentives that stimulate improved RI performance.   
  • In close collaboration with other implementing partners, including those at the LGA, ward, health facility, and community levels, the SITO will help drive M-RITE’s technical support efforts in State, operationalize components of Nigeria’s Reaching Every Ward (REW) approach in consultation with the SPHCDA, Emergency Operations Centre (EOC), and RI Working Group. 

Responsibilities

  • In close collaboration with the State and other RI partners in State, and under the direct supervision of the STL and technical oversight of the Senior Management Team in Abuja Office, the key responsibilities of the SITO will include: 
  • Coordinate and work closely with the SSPHCDA/A and other RI partners daily to ensure effective implementation of the  RI/PHC AOP in State, with a focus on ensuring the timely, effective implementation of M-RITE’s technical assistance particularly at the LGA, health facility, ward, and community levels
  • Provide targeted technical assistance and capacity building support at the LGA, health facility, ward, and/or community level for and through the implementation of REW; micro-planning; supportive supervision; encouraging the use of data for decision making at the operational levels; fostering community linkages; monitoring the timely release and use of RI funds at the LGA and health facility levels; and other ongoing activities
  • Work with Senior MEL Advisor to ensure effective monitoring and reporting of all planned COVID-19 vaccination interventions,
  • Capture state level COVID-19 vaccination data on available databases for analysis and reporting.
  • Compile and submit weekly,, monthly and quarterly reports for the RI/COVID-19 vaccination project as per agreed reporting parameters to the management.

Qualifications

  • Health professional with a Bachelors (minimum) or higher degree in public health or related field 
  • At least three years field work experience in public (including government) or private organizations supporting the implementation of public health (including routine immunization) programs. Work experience in RMNCHA-NMal/COVID-19 or vaccine preventable disease interventions will be an advantage.
  • Proven technical capacity in supporting the implementation and supervision of RMNCHA-NMal services in Nigeria, including support to LGAs and health facilities. Related experience at the state level is highly desirable. State-specific experience and knowledge strongly preferred
  • Knowledge of national- and state-level policies, strategies, programming landscape, and evidence relevant to RMNCHA-NMal and related health areas

Project: USAID MOMENTUM Routine Immunization Transformation and Equity Project

General Information
The MOMENTUM Routine Immunization Transformation and Equity (M-RITE) project is part of a suite of innovative awards funded by the United States Agency for International Development (USAID) to holistically improve family planning and maternal and child health in partner countries around the world. The project applies best practices and explores innovations to increase equitable immunization coverage in USAID-supported countries around the globe. It works to build countries’ capacity to identify and overcome barriers to reaching zero-dose and underimmunized children and older populations with life-saving vaccines and other integrated health services. M-RITE works at multiple levels and in alignment with global strategies such as the Immunization Agenda 2030 and Gavi 5.0.

The project also contributes to ongoing global efforts to mitigate the impact of COVID-19 on immunization services and support countries to prepare for and introduce vaccines against COVID-19 once they are available. In Nigeria, M-RITE works to strengthen routine immunization (RI) services and supports COVID-19 vaccine rollout at the national level and in 5 focus states. 

Summary

  • The Social Behaviour Change and Communication Officer will report to the SSBC Advisor and provide technical support to the field team in all key SBCC, Gender & RI/PHC programmatic areas. S/he will work with the M-RITE team to support the implementation of all the M-RITE programs according to the approved work plan to ensure the achievement of strategic goals and objectives. 
  • The Social and Behaviour Change Communication Officer’s role will be community-based in all M-RITE intervention areas to promote key transformative RI/PHC awareness programs through adapting RI/PHC behaviour change strategies. 

Responsibilities

  • The Social Behaviour Change and Communication Officer will provide technical expertise in social behaviour change communication areas with a special focus on RI/PHC.
  • Support the SBCC Advisor in the design of the M-RITE SBCC model and lead in the implementation of all SBCC campaigns to increase community level of awareness on key RI/PHC behaviour change through various transformative practices and learning processes.
  • Develop all SBCC training materials, and curriculum alongside a robust messaging plan focusing on RI/PHC behaviour change while ensuring adaptability to local context using appropriate communication tools.
  • Identify and establish a strong working relationship with other project partners to support the M-RITE project with the intervention communities.
  • Ensure gender mainstreaming in all elements of planning and implementation of the M-RITE activities, communication, and promotion of social inclusion/equity for all women in the intervention communities.
  • Lead in the planning, coordination, and implementation of RI/PHC activities to promote improved utilization of RI/PHC services.
  • Oversee  the establishment of community-based caregivers group and conduct monthly meetings with care groups to promote improved utilization of RI/PHC among women-pregnant and lactating mothers, young girls(adolescents), caregivers, and women with children under age 5.
  • Support the STL in a strong community advocacy engagement for SBCC activities and lead all mobilization and periodic sensitization of community members on the M-RITE SBCC activities.
  • Lead the commemoration of global & RI/PHC events that strongly aligns the M-RITE goals and objectives with a special focus on gender and hygiene.
  • Share learning and developments on SBCC using various media platforms.
  • Provide weekly field reports, contribute to monthly Activity Progress Reports, document and share lessons learned, success stories, community feedback as well as general situational awareness within the communities.
  • Support the Monitoring & Evaluation team to track program activities and deliver surveys, assessments, and other monitoring activities to ensure that interventions are on-track for progress and increased impact.
  • Work closely with community structures for implementation of all M-RITE programs through effective community mobilization and sensitization for community-led RI/PHC activities with a focus on achieving M-RITE strategic objectives.
  • Maintain successful relationships between the M-RITE project and community associations, community leaders, and other key stakeholders in the host community while working in the field.
  • Other duties as assigned by Supervisor.

Qualifications

  • Bachelor’s Degree in Community Health, Food Science and Technology, Development Studies, Sociology, Rural Development or any related studies.
  • Minimum of 3-5 years of professional experience in a similar role of implementing SBCC programs with rural farmers, particularly women and youths preferably in a Non-profit Organization.
  • Must possess excellent communication skills and farmer training capacity with strong knowledge in SBCC at the state level, RI/PHC, WASH, Health Education, and Nutrition.
  • Candidates fluent in English and Hausa are preferred.
  • Good working knowledge of Northwest/east Nigeria.

Background

  • The Access Collaborative is a six-year project led by PATH. JSI is a sub-grantee to PATH. Subcutaneous DMPA (DMPA-SC) is an innovative subcutaneous injectable contraceptive that is currently being introduced in many countries, with a focus on increasing women’s access to safe, effective contraception within a context of contraceptive method mix and informed choice.
  • The Access Collaborative works with country stakeholders and facilitates coordination of DMPA-SC and self-injection (SI) scale-up in several countries in sub-Saharan Africa, including Nigeria. This support includes developing and maintaining ad-hoc data management systems to track scale-up progress.
  • The DISC data request is to build off the ad-hoc DMPA-SC/SI data which AC collects in three states of Nigeria. This will involve facility-specific data collection and transition to the DISC team to inform programming. The JSI Nigeria team will relate with the state stakeholders, governments and partners (where necessary) to ensure a smooth data collection, collation and transmission mechanism to the DISC team/CIFF.
  • John Snow, Inc. (JSI) is seeking a highly motivated Program Data Associate to support the Nigeria team in these activities. He/she will also work in close collaboration with the Access Collaborative Nigeria team to successfully implement DMPA-SC and SI data management activities in Nigeria.
  • He/she will report to the Access Collaborative Country Coordinator for Nigeria.

Responsibilities

  • Develop a strong working relationship with stakeholders, including state- and LGA-level government program managers.
  • Collect and upload routine data on select indicators across assigned facilities
  • Clean and support analysis, reporting and dissemination of monthly data within stipulated timelines.
  • Build capacity of public sector service providers on high quality data reporting using the country’s HMIS tools.
  • Support meeting and workshop preparation, including drafting materials (PPTs, speeches, briefings, agenda).
  • Participate in meetings as required.
  • Work with Nigeria AC team on ad-hoc program activities as required.

Deliverables
The deliverables for this consultancy will be:

  • Routine collection and upload of quality DMPA-SC/SI data from assigned facilities.
  • Routine implementation of data quality assessment plan.
  • Ensure efficient planning and coordination of meetings and programs.
  • Prepare for and participate in state-level capacity building workshops.
  • Deliver on ad hoc tasks as assigned by the JSI Nigeria team lead.

Qualifications and Skills

  • Bachelor’s Degree in Public Health, Health Management, or other fields related to Public Health Research.
  • A Master of Public Health Degree is an added advantage.
  • Previous experience in data collection, analysis and visualization.
  • Strong skills in data management and data quality.
  • Good problem-solving skills and attention to detail.
