1). STTA Civil Engineer

Locations: Kaduna and Plateau

Contract: Short-term

POSITION SUMMARY

  • The STTA Civil Engineer will supervise contractors at construction sites, develop all necessary technical documents required for assigned engineering activities, and ensure quality implementation of infrastructures and rehabilitations within the state communities/LGAs.
  • The STTA Civil Engineer will support the Program Engineer to ensure that all projects are implemented with technical quality and environmental standards. The STTA Civil Engineer provides technical support, on-site training for site workers, and supervision to contractor’s who are implementing small and medium-sized infrastructure subprojects.
  • The STTA Civil Engineer will provide technical input to the project identification, development and implementation: including technical assessment reports, pictures and tables; development of the technical and general specifications, statement and the scope of work of the activity; bill of quantities preparation; sub-activities scheduling; environmental reviews and compliance monitoring and progress monitoring and reporting.
  • The STTA Civil Engineer will ensure that all infrastructure projects are completed within specified timeframe, allowing sufficient time for close down, demobilization, handover, final invoicing, and, if necessary, contract termination. This position is based in Kaduna or Plateau State with travels within the LGAs.

The STTA Civil Engineer will report to the Program Engineer based in Kafanchan with dotted reporting line to the Deputy-Chief of Party.

PRIMARY RESPONSIBILITIES 

Primary responsibilities include the following:

  • The STTA Civil Engineer will assist in developing the infrastructure projects. Input will include, but not be limited to, establishing constructability of structures; identifying potential field difficulties in implementation; carrying out environmental assessments; technical assessments; development of technical and general specifications; preparing and reviewing structural, electrical, mechanical, hydraulic, solar designs and drawings with supporting calculation sheets, notes and bar schedule as required for the activity; development of statement and the scope of work of the activity; bill of quantities (BOQs) and corresponding price determination preparation; sub-activities scheduling to reflect required materials and labour; and budget preparation to include material, labor, equipment and service costs.
  • Support in conducting final checks on project designs, specifications and drawings to ensure that all designs, drawings and BOQs are in accordance with sound technical, environmental and engineering standards submission for final approval.
  • Support in the preparation of the Environmental Documentation Forms (EDFs) and the corresponding Environmental Mitigation and Monitoring Plans (EMMPs), identifying mitigation measures for each projects and ensuring that these mitigation measures are planned, budgeted and carried out during the project implementation process.
  • Support in the tendering, tender evaluation and contract recommendation processes for sub-consultants and contractors.
  • Support in evaluating and prequalifying potential subcontractors.
  • Provide technical input during the project implementation. Input to include monitoring of sub-activities timelines and scheduling; environmental reviews and compliance monitoring; preparing and reviewing designs and materials tests (laboratory and in-situ), and progress monitoring and reporting.
  • Directly supervise the construction and renovation works within the communities and states being carried out by the implementing contractors.
  • Support in developing the Engineering Reporting Documents (ERDs) and the Environmental Field Reporting Documents (EFRDs) for each visit to the project site, at least one per week.
  • Provide technical assistance and on-site training for site workers of the implementing contractors as well as community members engaged to support the project implementation process.
  • Conduct regular monitoring visits to infrastructure project sites, including unannounced visits in order to monitor progress and ensure compliance.
  • Technically review all invoices for state infrastructure projects submitted by the contractors to ensure compliance to the milestone requirements, quality and standard of work carried out.
  • Interface with grantees, vendors and contractors as required ensuring transparent program processes are upheld.
  • Any other duties suitable to task and commensurate with ability.

Required Skills & Qualifications

  • University degree in the appropriate field of study or similar field of study.
  • 5 years’ general work experience. 3 years’ specific work experience with a medium to large portfolio assistance program providing infrastructure project implementation: Construction supervision as Resident Engineer, Construction Manager or Contractor’s Site Representative.
  • Familiarity with USAID Environmental Compliance regulations and experience
  • Ability to work independently, think creatively and apply problem solving skills and provide technical supervision.
  • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
  • Excellent oral and written communication skills in English.
  • Fluency in Hausa or Kanuri is highly desired.




2). STTA Program Assistant

The STTA-Program Assistant (STTA-PA) will support and receive hands-on, on-the-job training from Program Managers in designing and implementing a portfolio of small grants. The STTA-PA will work with in close collaboration with Program Managers and community stakeholders and contribute to identifying, prioritizing and designing activities that will respond to community development priorities in order to further the objectives of the NLCB program. The STTA-PA will be part of a small multidisciplinary team charged with oversight of project activities to ensure that all tasks are completed within timeframe and budget parameters defined during project design. The STTA-PA will be tasked with the administrative closeout of all activities, including final reporting. The STTA-PA will be expected to report daily to and receive guidance from Program Managers. In addition, the STTA-PA will be expected to collaborate horizontally with Grants Officers and members of the Program Team to share lessons learned and jointly design program strategy. This position is based in Kaduna or Plateau State with travels within the LGAs.

REPORTING & SUPERVISION

The STTA-PA will report to the Program Manager based in Kafanchan or Jos. The STTA-PA will provide administrative support to the Program Manager while the Program Manager leads multidisciplinary activity management teams.

PRIMARY RESPONSIBILITIES

  • Provide administrative support to the Program Manager who will oversee a portfolio of projects
  • Under the guidance of the Program Manager, participate in programmatic design of new projects, including identification of potential local partners and beneficiaries, monitor implementation to ensure timely completion and adherence to budget and administrative and programmatic closeout throughout the portfolio of activities.
  • Provide administrative support to the program’s learning process by collecting and reporting information in a timely manner on political and security developments in the target area(s).
  • Under the guidance of the Program Manager, relay communications to/from Government of Nigeria (GoN) officials, community stakeholders and civil society actors to support the Program Manager in ensuring coherent and strategic programming.
  • Provide transparent administrative management and support the Program Manager to incorporate as wide a range of project beneficiaries, GoN and other important stakeholders as possible.
  • Responsible for the proper use of the program database for project and program development and management, including updating information on projects and activities per week.
  • Comply with all Creative and USAID procedures and policies with regards to ethics and compliance, grants management, HR, finance, operations and security.
  • Perform other tasks, as assigned.

Required Skills & Qualifications:

  • University degree in a related field is required.
  • At least two (2) years of general work experience is required.
  • Experience working with communities to implement grassroots development projects preferred.
  • Prior experience in grants management with international-funded projects is highly desirable.
  • Proficiency at using Microsoft office: MS Word, Excel, PowerPoint, Outlook etc. is required.
  • Ability to work under short deadlines and efficiently handle multiple tasks.
  • Attention to detail and the ability to function well in a team.
  • Experience of working in a conflict environment is a plus.
  • Fluency in oral and written English is required.
  • Fluency in Hausa or Kanuri is highly desired .
