    Job Title: WASH and GBV Partner Coordination Officer

    Location: Across all NCA locations, Borno

    Job Summary

    • The WaSH &GBV Officer Partner coordination will be requested to travel to field locations in the areas NCA operates and partner facilities on a regular basis and will be responsible for administrative and operational and programs support to the WaSH and GBV program.
    • S/he is the WaSH &GBV focal person between NCA and its implementing partner, provides updates to the WaSH& GBV Project Managers regarding partner’s WaSH &GBV activities, ensures timely and effective coordination with the partner, including identification of partner’s financial, logistics and security needs and sharing with his/her supervisor.

    Main Duties

    • Objective 1: Coach NCA’s implementing partner for the timely and effective implementation of WaSH & GBV activities in the specific deep-field locations (planification and daily coordination of activities, BoQs, procurement requests, financial requests)
    • Objective 2: Support NCA’s implementing partner in the management of teams of contractors, laborers and WaSH & GBV volunteers (coordination and implementation of daily tasks, support of performance review by the Partner, participation on field staff meetings) and ensure the Partner understands and use all relevant NCA protocols
    • Objective 3: Facilitate linkage of partner’s and NCA’s MEAL for effective monitoring and reporting of the two program activities and expected results (relevant data collection and documentation, internal activity reporting)
    • Objective 4: Ensure coordination between deep field partner locations and main office in Maiduguri (including regular communication with the supervisor)
    • Objective 5: If requested, represent NCA in relevant coordination mechanisms in the deep-field locations

    Roles and Responsibilities (specific tasks, coordination etc…)
    Related to Objective 1:

    • Based on project documentation, develop and submit to the supervisor the monthly activity planning in coordination with NCA partner’s teams from the specific deep field location.
    • Develop and submit to the supervisor teams both WaSH and GBV movement planning.
    • Develop and timely organize travel booking for Program staff
    • Maintain a proper filing of the expenditure physical files and soft copies (e.g.: receipts, payment requests, etc.)
    • Maintain the supplies inventory of all GBV& WaSH Program locations by checking the stock to determine the inventory level; forecast supplies requirements; place and expedite orders for supplies; verify the receipt of supplies in consultation with the procurement Department
    • Coordinate repairs to office equipment and Women and Girls safe spaces in collaboration with the procurement Department
    • Raise Purchase Requests and prepare payment requests and follow-up on their approval by liaising with Finance and the procurement Department
    • Track and maintain budget tracker in like with the spending plan and procurement plan.
    • Track and maintain proper filing of staff volunteers’ contracts as well as payments and relevant documents.
    • Be responsible for the logistical arrangements of meetings, workshops and other events
    • Prepare meetings and workshops materials
    • Draft agendas, take minutes at meetings and workshops and maintain attendance sheets
    • Monitor the security situation and report any security or safety-issues to the Security Department.

    Related to Objective 2:

    • Provide continuous support to NCA’s Partner for the supervision of contractors, laborers and WaSH & GBV volunteers, the regular assessment of the quality of their work by ensuring their suitability with international standards and NCA technical prescriptions.
    • Support NCA’s procurement process for Partner and NCA trainings (operators, technicians, Wash volunteers and committees).
    • Prepare all necessary documentation and make all arrangements for movements and missions program teams including weekly movement plans
    • Prepare staff volunteers contracts in close coordination with the senior officers and the GBV & WaSH Manager
    • Ensure NCA Partner’s WaSH team acts in line with NCA internal policies, more specifically CoC;

    Related to Objective 3:

    • Logistical support in relevant evaluations and needs assessments and build NCA’s Partner capacities in that direction.
    • Support NCA’s Partner for the timely submission of quality spending plans according to reporting plan established.
    • Maintain active communication between NCA and its partners.

    Related to Objective 4:

    • Understand and ensure NCA’s Partner complies with NCA internal procedures (e.g. HR, procurement, finance and security);
    • Respect the Security Protocols.
    • Where applicable: regularly update the Security Department on the security situation in the respective deep-field location and contribute actively to NCA’s “duty of care”.
    • Monitor gaps and humanitarian needs of targeted population and update the Supervisor regularly.

    • Ensure NCA’s representation and visibility including NCA’s Partner involvement in relevant deep-field location coordination structures.
    • Ensure NCA’s role as an active humanitarian actor.
    • Undertake any other task related to WASH & GBV as necessary

    • The WaSH & GBV Officer Partner Coordination ensures the centrality of protection, GBV mainstreaming and respect of CHS and AAP standards in all WaSH activities implemented by NCA’s Partner.

    As such, the s/he is responsible to guarantee that NCA’s Partner:

    • Respects and integrates CHS and inclusion of all vulnerable groups in every stage of Project Cycle Management (PCM).
    • Provides disaggregated all data in assessments, plans and reports per gender and age
    • Supports initiatives related to the establishment of gender, age and diversity sensitive Complaint Response Mechanism.

    Desirable Qualifications
    The successful candidate must have;

    • Degree required BSc, HND in relevant fields.
    • Minimum of 3 years’ experience in similar role.

    NCA has a presence in Nigeria to respond to the Humanitarian crisis in Northeast Nigeria and had program Emergency WASH response in Cross-River state. NCA has its core competencies in Water Sanitation and Hygiene – WASH, Gender Based Violence with mainstreamed Adolescent Sexual Reproductive Health. NCA has its strengths in works and invest in local partners to ensure their capacities are built from the onset of response, in order to enable them to have the capacity to respond in a long-term intervention including recovery and development.

    Brief Description of the Post:

    • The HR & Admin Officer will provide effective and efficient Human Resources (HR) and administration operational support services to the Snr HR/Admin Officer in ensuring smooth service delivery for successful programme delivery.

    Specific Objectives of Mission (objectives, scope and deliverables)
    Objective 1

    • HR Administration: Support the Snr HR/Amin Officer in strengthening Human Resources/administrative processes by ensuring a high level of adherence to Human recourse policies and best practices.

    Objective 2:

    Roles and Responsibilities
    Objective 1: HR Administration:

    • Support the coordination of inductions for new staff
    • Support documentation of employees in soft and hard copies.
    • Assist in collecting information required for HR policies and other HR-related projects.
    • Manage filing system for HR information, including sensitive and confidential information on Aditro.
    • Ensure that all employees are covered under the appropriate benefits policy.

    • Perform all required reference, background and documentation checks for new hire as required.
    • Ensure proper documentation of recruitment processes.

    Objective 3: Administration and Office Management:

    • Responsible for maintaining an accurate inventory of office and guesthouse supplies to include stationery and consumables while, initiating replenishment as at when due.
    • Ensure NCA office and guesthouses are managed proactively and properly.
    • With guidance from the snr. HR/Admin officer continuously review and update admin systems and procedures to ensure seamless administrative services and improve efficiency.
    • Ensure operation of office equipment and facilities including reviewing maintenance requirements, arranging for necessary repairs, maintaining equipment to ensure optimal functionality.
    • Oversee cleaning services to ensure cleanliness, tidiness and ambience of office and guesthouses for productive work.
    • Ensuring timely processing of utility and service bills.
    • Conduct inductions for new staff on admin systems and procedures.
    • Ensure smooth management of day to day administrative function and requirement in the office.
    • Provide excellent coordination in organizing office events such as meetings, workshops and conferences while, ensuring value for money and transparency in all the processes.
    • Responsible for record-keeping and filing of important administrative office documentation

    Objective 4: Staff Management:

    • Effectively supervise all direct reports which includes (cleaners and cook) in the performance of their duties.
    • Ensure the proper implementation of NCA’s performance development review system for direct reports, including job description and annual performance objectives development, regular feedback, mid-term reviews and annual appraisals.
    • Proactively address performance issues through regular, constructive and honest feedback and coaching for direct reports.

    Objective 5: Travel Management:

    • Facilitate travel and accommodation arrangements not limited to (flight and hotel bookings) for staff and visitors as requested.

    Experience and Qualifications

    • Bachelor’s Degree (or equivalent) in Human Resources, Business Administration, social sciences or a related field preferred.
    • Minimum of two (2) years relevant work experience in the North East
    • Proficiency in Microsoft Office applications (Word, Excel, PPT, Outlook) is required.

    Overview of Consultancy:

    • Norwegian Church Aid’s operation in Nigeria is expanding and to effectively carry out it’s activities, NCA is prequalifying interested companies for the supply of goods and services. In view of the above, Norwegian Church Aid Nigeria would like to engage self-motivated and experienced individual/team who will be saddled with the responsibility of evaluating and prequalifying eligible companies who meets NCA’s criteria to fairly compete for business opportunities that may be available at Norwegian Church Aid Nigeria in line with NCA’s policies and procedures.

    The goal of the consultancy is to:

    • Evaluate bids submitted by prospective vendors, pre-qualify vendors for procurement of supplies and services, and develop a vendor master database.

    Supervision:

    • The consultant will be supervised by the Operations Manager.

    Scope of Work:

    • The Consultant will analyse the Supplier Profile documents for initial vetting based on the information provided by the vendors and selection criteria provided by Norwegian Church Aid, such as: company registration, company profile, TIN, Tax certificate, areas of activity and capabilities and reference checks, etc.
    • The consultant will conduct assessment by evaluating the vetted documents and prepare a short list of suppliers across categories of supplies/services.
    • The Consultant with support from some selected staff members will visit the premises of the selected suppliers and prepare a detailed Supplier Inspection Report to assess the suitability of each supplier.
    • Based on the supplier visit and inspection report, the Consultant will assess each vendor, document results and make recommendations of pre-qualified vendors by category of bids.
    • The consultant will prepare a database online and hard copy file for pre-qualified suppliers by category.
    • The Consultant will define a methodological framework for updating the list of suppliers with precise selection criteria.
    • The Consultant will prepare a final report containing the methodology, principal conclusions and recommendations of selected vendors for approval.

    Deliverables:

    • A list of short-listed suppliers for various categories of supplies/services.
    • A clear and detailed work Plan on how the assignment will be carried out based on the volume of bids received to be submitted within one (1) day of signing the consultancy agreement.
    • A comprehensive vendor database.
    • Completed Supplier Inspection Reports.
    • Hard copy file of the database (duly signed).
    • Framework for continuous updating of the supplier’s database.
    • Final report containing the methodology, principal conclusions and recommendations of the evaluation/selection process.

    Specific Requirements

    • Advanced university degree in Business Administration, Procurement, Management or a related technical field.
    • Minimum of five years of substantial procurement experience within the INGO or consulting capacity.
    • Qualifications and professional memberships, such as Chartered Institute of Purchasing and Supply (CIPS) or equivalent are considered an advantage.
    • Expert level in data analysis and presentation is required.
    • Excellent presentation and expert-level report writing capabilities.
    • Ability to prioritize and meet deadlines within a multi- tasking environment
    • High level of computer literacy (Excel and Power point essential).

    Norwegian Church Aid Team will provide to the extent possible, assistance and support to the Consultant. They will also make available required and relevant documents/tools.     • Monitor gaps and humanitarian needs of targeted population and update the Supervisor regularly.

    Related to Objective 5:

    • Ensure NCA’s representation and visibility including NCA’s Partner involvement in relevant deep-field location coordination structures.
    • Ensure NCA’s role as an active humanitarian actor.
    • Undertake any other task related to WASH & GBV as necessary
    • Cross Cutting Issues (Gender, Protection, Environment & Other)

    The WaSH & GBV Officer Partner Coordination ensures the centrality of protection, GBV mainstreaming and respect of CHS and AAP standards in all WaSH activities implemented by NCA’s Partner.

    As such, the s/he is responsible to guarantee that NCA’s Partner:

    • Respects and integrates CHS and inclusion of all vulnerable groups in every stage of Project Cycle Management (PCM).
    • Provides disaggregated all data in assessments, plans and reports per gender and age
    • Supports initiatives related to the establishment of gender, age and diversity sensitive Complaint Response Mechanism.
    • Complies with ACT Alliance Code of Conduct.

    Success Factors/Risks and Restraints

    • The success of the WaSH & GBV Officer Partner Coordination’s activities will depend very much on her/his ability to:
      • Negotiate
      • Successfully coordinates a team daily.
      • Supports his/her Supervisor to proactively seek solutions in a challenging context.
      • Maintain high standards and quality of work.
      • Work under pressure and with a tight deadline.

    Reporting:

    • The WaSH & GBV Officer -Partner Coordination reports to the WaSH & GBV Managers, or to the person with this responsibility.
    • S/he provides regular status reports from own area of responsibilities as per NCA Nigeria internal procedures.

    Desirable Qualifications
    The successful candidate must have;

    • Degree required BSc, HND in relevant fields.
    • Minimum of 3 years’ experience in a similar role.
    • Demonstrated ability to manage field staff and remote field offices
    • Excellent cross-cultural communication skills
    • Excellent staff capacity building and training skills
    • Strong problem-solving, analytical and decision-making skills
    • Strong computer skills
    • Flexibility, ability to work independently and meet deadlines
    • Willingness to travel in the field and work in remote locations with minimum amenities and / or with relative safety as approved.
