General Objective

  • Under the direct supervision of the Health/Nutrition PM, the Stabilization Centre (SC) Doctors will be responsible for the overall and day to day management of Severe Acute Malnutrition (SAM) at PUI Stabilization Centre (SC) in Monguno PHCC.
  • S/he will be in charge for the overall support and direct supervision of the SC staffs including SC Nurses and SC Nurse Assistants.
  • S/he will closely work with the Health/Nutrition PM for the planning, organizing, implementing, and monitoring of agreed nutrition activities in line with donor agreements and ensures maximum quality for the treatment of SAM complications in accordance with the national and international standards and protocols and with the quality standards of the organization.

Responsibilities and Tasks
Medical Functions:

  • Carry out daily ward rounds in the morning and evening with SC nurses and ensure patients are visited as appropriately. Fill the notes on patient cards after the ward rounds or any other patient examination or procedures
  • Supervise the daily clinical management of SC patients and follow the SC protocols for the medical care of the SAM with the medical complications
  • Monitor and ensure patients are receiving comprehensive health checks, regular checking of vital signs and frequent medicines and feeding administration according to the protocols
  • Undertake emergency procedures as required (including resuscitation), taking the lead as necessary
  • Liaise with SC Nurses regularly (at least every 3-4 hours) to check on patient progress, or more frequently if the need arises and respond to calls from the ward relating to patient care
  • Ensure regular procedure like taking blood samples, providing IV medications and other necessary procedures are done timely with if required him/her carries as necessary
  • Ensure timely preparation, provision and monitoring of feeding for the patients admitted in the SC
  • Facilitate and perform decisions on admission and referrals to/from the SCs properly
  • Ensure that SC beneficiaries, caretakers and members of the community are treated respectfully at all times

Team Management:

  • Ensure that all the SC team is familiar with and respect all the PUI Internal rules and regulations
  • Plan and maintain work plan, schedules and rotations for the SC team
  • Provide capacity building and training to the Nutrition team in collaboration with the Nutrition PM.
  • Provide regular mentoring and on-the-job training for the staffs in the SC ward including SC Nurses, SC Nurse Assistant and staffs in the pediatric ward involved in the treatment of SAM with complication patients
  • Plan, organize and follow up the weekly and monthly implementation chart, after being endorsed by the Nutrition PM.
  • Plan and maintain working schedules/rotations for the SC team

Monitoring and Reporting:

  • Ensure proper organization and functioning of the Stabilization Center in compliance with the goals defined in the project proposals
  • Ensure that the SC team are following up proper implementation protocols and applying them according to international and national recommendations and guidelines through monitoring and technical assistance
  • Monitor day to day activities of the Stabilization Center
  • Ensure the collection, compilation and analysis of quality data and product the required reports for the SC activities including weekly and monthly reports.
  • Report the progress and any problem in timely manner

Logistical and Administrative Support:

  • In coordination with the Health/Nutrition PM, Logistics Department and Base Pharmacist, ensure appropriate supply plan on weekly basis principle, for the stabilization centers
  • Ensure the proper storage of SC medical supplies, medicines and nutrition commodities
  • Supervise the use of medicines, medical supplies, and nutrition-related commodities and data tools in the SC
  • Provide, on a monthly basis, the Health/Nutrition PM with information necessary for the development of cash flow estimates specific to SC activities
  • Support the Health/Nutrition PM for all the necessary planning and preparations to establishing SC in Monguno PHC like facility set-up, staff recruitment and selection process

Internal and External Coordination and Representation:

  • Network and coordinate with the relevant units within the primary health care or other tertiary health facilities for issues that need further support for the patients
  • When required, s/he represents PUI in coordination meetings and technical working groups for the relevant matters and contribute to the good relations with the project partners
  • Build collaborative relations with MoH, WHO and other stakeholders to ensure a successful SC project
  • Closely coordinate with the Nutrition teams in the OTP and in IYCF activities as well as other staffs in the Primary health care centers

Priorities of the Department:

  • Support the opening and running of stabilization center in Monguno phcc.
  • Ensure nutrition activities are conducted in a quality manner complying with the national and international protocols.
  • Set-up and enforce effective referral pathways within the pui nutrition components (cm, otp, sc and iycf) and with the other departments (health, fsl and protection) to assure pui integrated approach.
  • Build the capacity of the nutrition team on thematic areas related to nutrition.

Mandatory Requirements
Education Degree:

  • Qualified and registered national Medical Doctor from a recognized university with a valid practicing license from Medical and Dental Council of Nigeria (MDCN)

Language Skills:

  • Good command in English and in local Dialects: Hausa mandatory and Kanuri is a plus

Computer Skills:

  • Proficient user of MS office (including Word, Excel, Outlook, PowerPoint)

Work Experience:

  • At least 2 years of progressive work experience with similar role as SC physician.
  • Demonstrated understanding of the MOH systems and structure.
  • Previous work of CMAM program and with humanitarian organizations is added plus.

Job Title: Deputy Health Program Manager

General Objective

  • Under the supervision of the Health Project Manager (PM), the Health Deputy Project Manager (DPM) shall ensure the overall support and direct supervision of the teams working in PUI facilities and enrolled in PUI health project Monguno.
  • S/he should assist the health PM in planning, organizing, implementing and monitoring of agreed health activities and planned capacity building.

Responsibilities and Tasks
Activities Implementation:

  • Support in the good implementation and monitoring of the health projects in collaboration with the Health Project Manager
  • Ensure that agreed activities and procedures are regularly and timely performed by Health teams
  • Participate actively in the supervision of health activities through checklists, observations, and reports to the Health Program Manager
  • Supervise monthly planning and action plan within the Health facilities
  • Ensure that the team is following up proper medical protocols, and applying them according to international and national recommendations and guidelines
  • Ensure the rational use of medicines and the proper administration of treatments in step with national international protocols.
  • Collaborate with other departments (MHPSS, Nutrition, Protection, and Food Security) as needed to ensure smooth implementation and integration of services
  • Ensure that members of the teams and daily paid workers as the case may be, are provided with safety gear adapted to their activities (for example PEP kits [post-exposure treatment kits], gloves…).
  • Ensure that beneficiaries and local populations understand the project objectives and participate actively in their implementation.
  • Assist the Health Project Manager in the development of new interventions and/or adjustment of current interventions.

Team Management:

  • Manage the supervisors/team leader with effective guidance and adequate support 
  • Ensure the implementation of good team management practices with supervisors/team leader
  • Follow up on staff schedules, annual leave and attendance sheets in accordance with HR procedures
  • Manage the recruitment of new staff in collaboration with supervisors and Health Program Manager
  • Draw up Job descriptions as needed, in collaboration with the Health Program Manager
  • Participate in the regular evaluation of team medical and non-medical staff in collaboration with HPM Assess training needs, develop training plans, facilitate and perform training for medical and nonmedical staff, and follow up the impact after training
  • Ensure that the Health team is respecting PUI rules and inform the Health Project Manager of any disrespect of the rules
  • Ensure the security rules in the field are respected, the safety of the field officers is guaranteed and the regular communication with the security focal person is maintained

Monitoring, Follow-Up & Reporting:

  • Supervise data collection on all medical and non-medical activities
  • Analyse epidemiological indicators and ensure that they are followed properly
  • Participate in the budget follow-up with the Health Project Manager and make sure budget lines are spent properly
  • Draft the internal and external reports to Health PM or/and the Medical Coordinator or other PMs
  • Report to the Health Project Manager any problem in the projects, especially any gap/loss/robbery/damage of medical equipment or drugs or any patient and organizational issue
  • Provide essential preventative assistance services and follow up on identified beneficiaries with NCDs and other diseases/morbidities of Public Health relevance

Logistics & Administrative Support:

  • Ensure proper needs analysis from the projects, addressing both medical (pharmaceuticals, consumables, and equipment) and non-medical requirements
  • Support logistics and pharmacy department by analysing supplier bids with highly technical specifications
  • Communicate to logistics for fleet needs, logistical components of the projects (delivery, distribution, onsite storage)
  • Ensure appropriate supply plan, with central pharmacy, on weekly/monthly base principle for the facility
  • Ensure, in coordination with the logistics and pharmacy department, appropriate storage of medications, medical consumables, equipment, and medical waste.
  • Ensure that HR documents (attendance sheet, leave request, etc) are communicated to the HR Manager on time, with validation of Health Project Manager
  • Ensure the archiving the documents, tools and training materials in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.

Internal and External Representation:

  • Participate in meetings, strategy workshops, training and other, as required.
  • Participate in any other activities such as surveys, assessments, among others.
  • In coordination with the Health Project Manager, conduct health assessments related to other sectors (psychological support, prevalence of water-borne diseases, sexual and reproductive health, etc.).
  • Participate actively in the preparation and the smooth organization of the visit from Donors
  • Represent the organization before local actors involved in the implementation of the medical program, and contribute to good relations within project partners (consistent with the principles of neutrality and independence of PUI)

Priorities of the Department:

  • Ensure the quality of care provided to patients in PUI health facility
  • Ensure SGBV activities are established at all the health facilities as planned
  • Assessment on beneficiaries at risk and diagnosed individuals with communicable and non-communicable diseases, other diseases of public health relevant and treat him.
  • Build the capacity of the health team on thematic related to health
  • Provide frequent feedback on health – illness patterns observed in the facility that require further assessment
  • Report to line manager periodically regarding context changes that affect the modality of intervention

Mandatory Requirements
Education Qualifications:

  • Medical Doctor from a recognized University who holds a valid practising license.
  • Degree in Public Health will be an added advantage.

Language Skills:

  • Fluent in English and Hausa; good knowledge in Kanuri is an asset.

Work Experience:

  • At least 2 years of experience in Clinical Management and staff supervision
  • Experience in running Primary Health Care Program especially with NGO/INGO

Knowledge and Skills:

  • Good knowledge of Public Health
  • Ability to manage a fair workload including emergencies
  • Knowledge of medical ethics

Computer Skills:

General Objective

  • The Deputy Logistics Coordinator assists the Logistics Coordinator (Log Co) in ensuring the smooth functioning of logistics at mission level. He/She contributes to making the resources which are necessary for carrying out the programs are available and actively participates in the mission’s safety & security management.

Responsibilities and Tasks
Assist in Ensuring the Security of Goods and People:

  • Support the Logistics Coordinator to define the mission’s safety management tools, in collaboration with the Field Coordinators concerned.
  • Assist in ensuring that general rules and safety plans for the mission and for the bases are put in place and respected and make sure everyone (expatriate and local) is familiar with and understands the general rules and safety plans
  • Under direct supervision of LogCo, Ensure that the material and personnel resources on-site are sufficiently adapted to the level of safety which is judged to be optimal in the bases and among the teams in the field
  • Participate in collecting safety information in the PUI’s operation areas and communicates these in accordance with the channels defined (LogCo, Security Advisor, HoM, +/-others)
  • Participate in analyzing the mission’s safety circumstances and conditions, alert and may propose mitigating solutions to the Logistics Coordinator concerning potential changes relating to risks as well as measures to be put in place
  • Communicate, on a regular basis, with the guards and the drivers concerning accidents, risks and behavior to be embraced (regular meetings and training if necessary).
  • Support the logistics Coordinator in different assessments such as logistics, site, and security assessments.
  • Perform security briefings for new staff joining the coordination team on the organization’s security guidelines.
  • Present the security situation in all areas of PUI intervention during meetings and most especially during Monday morning briefing for all coordination staff and remind staff about the security measures and SOPs.

Support in Managing the Supply Activities

  • Purchases:
    • Assist the Supply Chain Manager in guaranteeing that purchase procedure are respected in the field and the capital, from the direct purchase to the national call for offers, and helps in supervising the purchasing process for the whole of the mission
    • Work in close collaboration with the person requesting the purchase, with strong technical specificity, and carry out the appropriate conformity tests
    • Help the Supply Chain Manager in ensuring that contracts signed are adequate in terms of effectiveness and protection of the PUI procedures
    • Help the Supply Chain Manager in consolidating/updating the mission’s price catalog for the mission’s operation areas
    • Assist the Supply chain Manager in ensuring that purchase files are correctly archived.
    • Check and validate PRs under the logistics sections.
    • Follow up closely on the budget availability and the procurement plan
  • Shipment:
    • Assist the Supply chain Manager in choosing the mode of transport and the packaging of the merchandise
    • Liaise with the Supply Chain Manager to plan and supervise the shipment and delivery of materials up to their final destination.
    • Liaise with the Logistics Officer for the shipment of merchandise coming from Abuja and help in supervising the potential process involved with clearing customs.
    • Ensure all the legal, logistics, and security documents are available before transporting shipments or supplies to the deep field locations.
  • Stocking:
    • Assist in guaranteeing the management and monitoring of the mission’s stocks, according to PUI’s procedures and tools
    • Assist in ensuring that the PUI procedures and tools are known to and understood by everyone and are applied on all the mission’s bases
    • Ensure that stock cards, stock register, and waybill tools are in place and well up to date
    • Ensure that stocks are carried out timely and according to the PUI’s procedures (location, layout, and salubriousness)
    • Assist in organizing fluxes in merchandise, making sure that the goods received are of a certain quality, and carry out physical checks of stocked merchandise
    • Assist in ensuring the movement/transfer of documents is properly referenced
  • Record / Filling:
    • Assist in ensuring the procurement/supply chain files are kept well in chronological order and are available all the time for audit trials.
    • Ensure all logistics-related documentation is properly filed and easily located and retrievable when needed both hard and soft copies.

ICT Equipment And Energy Management:

  • Support the LogCo in defining the mission’s technical needs on each base and make sure that their funding is possible, especially when new projects are being planned.
  • Provide technical recommendations on the choice of computer equipment, tele/radio communication equipment, and energy supply when needed
  • Support in creating utilization procedures and training personnel on how to use them
  • Ensure the monitoring of equipment (state, location, proprietor/backer, etc) through regular updates of monitoring tools (property list) and the keeping of physical inventories
  • Assist in the installation of equipment and ensure they run smoothly and are maintained
  • Ensure any necessary repairs are duly carried out.
  • Ensure proper and efficient usage of PUI fuel by making sure proper fuel consumption monitoring and tracking systems are in place.
  • Conducting energy assessments in all PUI facilities to ensure proper load and energy balance.
  • Working closely with the IT Officer to ensure all backups are in place for PUI data as well as all needed software are available and functional.

Supporting the Bases (Premises/Installation/Redeployment/Normal functioning/Closing):

  • Actively contribute to the opening and closing of base(s) and potential redeployment.
  • Support the LogCo in the organization of logistics factors (installing equipment, building research etc)
  • Support the LogCo in defining and carrying out the necessary rehabilitation and installation on different bases.
  • Conduct premises assessment, identification, selection, and preparation of lease agreement for all premises.
  • Properly track all lease premises contracts and agreements and ensure timely renewals and termination notification to the owner in case of non-renewal.
  • Ensure all premises rent payments are being processed and payment made at the right time.
  • Liaise with the Landlords to resolve challenges related to the premises such as repairs, maintenance, and rehabilitation.
  • Responsible for checking and ensuring compliance with all government requirements related to leasing premises as well as making sure all premises-related documentation is available and verified before signing a contractual agreement with a Property owner/ Landlord.
  • Provide support to the bases in all technical areas of logistics
  • Ensure all the needed support is available to the bases for the proper functioning of the logistics department.

Ensuring The Circulation of Information, Coordination, and Representation of Logistics Issues:

  • Support the LogCo in ensuring that logistics information is effectively circulated between teams on the field, the capital, and headquarters.
  • Participate in writing internal reports for everything concerning the logistics of the mission such as the weekly updates and Monthly Logistics Pack.
  • Work closely with the Logistics Managers and the Supply chain Manager as well as logistics Officers to get the right information from their bases to feed into the logistics reporting tools.
  • Support logistics coordination at the mission level by regularly visiting bases, checking, monitoring, training, etc.
  • Participate in the financial and administrative management of the Logistics Department
  • Participate in the writing of reports for the donors (lists of equipment, checking functioning costs, etc)
  • Ensure the keeping of and the archiving of purchase files (help, equipment, location, omissions etc)
  • Participate in the preparation of an audit that is either forthcoming or already underway
  • Externally, Represent PUI among authorities for any questions concerning logistics orders (registering equipment, customs etc).
  • Ensure timely and frequent meetings with the logistics team members across the mission and share the minutes as well as updates with the logistics Coordinator.

Supervising And Managing Logistics Teams:

  • Contribute to the supervision of the whole Coordination Base logistics team, directly or otherwise Contribute to work meetings, mediates potential conflicts, define priorities, and plan activities
  • Participate in the recruitment of the logistics team.
  • Contribute to the training of local and international members of the logistics team who are in the Coordination or on the bases of the procedures and tools of PUI.
  • Build the capacity of the local staff over best procurement, best warehousing, and distribution practices.
  • Conduct performance reviews regularly and provide feedback to the LogCo.

Providing Technical Support in Equipment and Fleets Management:

  • Ensure all PUI Assets are properly managed according to the equipment management procedures.
  • Ensure proper documentation for all PUI equipment working closely with the Logistics and the IT Officer.
  • Supervise and monitor physical asset verification exercises throughout the mission.
  • Ensure all PUI fleets are roadworthy with all the needed documents up to date as well as all Driver’s licenses are up to date in collaboration with the fleets Assistant.
  • Support technically during Vehicle assessments to ensure the Vehicles is in good condition with the appropriate documentation prior to engaging a new Vehicle supplier.

Priorities of the Department

  • Contribute to the finalization of the setting up of all logistics procedures and systems at Coordination level with the support of the logistics coordinator
  • Train local members of the Coordination Base logistics team on PUI procedures and tools

Mandatory Requirements
Education Degree:

  • Minimum of Bachelor of Sciences Degree or its equivalent in Engineering, Economics, Public Administration, Management, Social Sciences, or any other relevant field.
  • Master’s Degree in Political Science, Sociology, International Relations, International Economics, Law, Public Administration, or other related Social Sciences is an added advantage

Work Experience:

  • Minimum of 2 Years in a relevant field with an INGO

Language Skills:

  • Fluent in English and Hausa, Kanuri is a plus

Knowledge and Skills:
