Premiere Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

PUI is implementing humanitarian activities in Nigeria since April 2016, by providing comprehensive integrated response with food security, nutrition, health and protection projects in conflicts affected communities in Borno State specifically in Maiduguri and Monguno LGAs.

PUI Nigeria Mission is in the process of reviewing the salary and benefits of its employees, and conducting a salary survey for some of their positions in the organization is the best way to go.

We are recruiting to fill the position below:

Job Title: Salary Survey Consultant

Locations: Maiduguri, Borno / Abuja

End date: 30th September 2021

Objectives
A review of PUI’s grading and salary structure is now required with the overall aim of ensuring that its salary and benefits packages are equitable, match the responsibilities and duties of each position and are competitive to enable PUI attract and retain high level talent as well as address the following issues that have been identified:

  • The current position category and salary structure were developed in 2016 and 2019 respectively; and the current salary grid was put into operation in October 2020. Nonetheless, within this time, new activities and restructuring of our sectors of intervention have come up and with this expansion, some staff have taken up more duties and responsibilities that were not part of their JDs at the start, hence they need to be reviewed considering the local market analysis, comparators benchmarking and job matching.
  • Thus, in ensuring equal pay for equal work done, it will be fair to review the position category and salary structure to align them accordingly with our existing JDs. The same could also be put into consideration for staff whose duties and responsibilities have been reduced over the years.
  • In an effort to ensure attraction and retention of high performing staff, there is need to review the salary grid to match up to the benefits packages of organizations similar to PUI with regards to the intervention areas.

Therefore, PUI is seeking for a consultant firm to provide the following services:

  • Conduct or perform a salary and benefits survey of the national staff employed by PUI taking into cognizance the social and economic situation in the mission Nigeria; and analysing the fluctuation of cost of living in Nigeria for the past 3 years
  • Carry out a comparative analysis of salaries, allowances and benefits(types of contract, salaries, seniority, per diems, food/transport allowances, complementary health care, delocalisation bonuses, etc…) of other humanitarian INGOs in the same intervention areas with PUI, and private or public sectors operating in Nigeria.
  • Review the existing salary grid and job category structure, determine if any revisions are necessary in accordance with the ISR (Internal Staff Regulation) of PUI, and then make recommendations to PUI Nigeria Senior Management Team regarding these revisions.
  • In order to foster dedication, commitment, optimum performance, etc; the consultant should create or suggest a system that could be introduced in place of evolution, where increase of salary would be considered for positive performance.

Description of the Work

  • The survey results are intended for PUI and other INGOs that will be interested in participating in the survey in order to determine levels of pay for specific job groups and classification.
  • Services envisioned include, but are not limited to, designing the survey tools to capture and aggregate salaries and benefits of national staff employed by PUI using a salary matrix based on duties and responsibilities rather than job titles, and designing a benefit and incentives matrix that would include but not be limited to, the types of contracts, working hours, transportation, accommodation, relocation, per diem, cost of living adjustments, bonuses, etc.
  • The consultant will introduce the feedback from other humanitarian INGOs into the survey design, analyse the data and write the final report. The consultant is encouraged to make recommendations on additional services that the survey could potentially offer to the organization.

Time Frame:

  • The overall timeline for this consultancy is scheduled for a total of I month, at 8 hours a day, from 1st– 30th of September 2021. Any modification will be agreed to between PUI and the Consultant.

Expected Outputs and Deliverables

  • Salary and benefits survey tool(s) that can be reused in the future.
  • Comprehensible data analysis including analytical tools/models that can be used in future recapitulations of the survey.
  • Written instructions of how to use the model for future surveys.
  • Final version of the report will be expected at most one (1) month after the end of the survey.

Institutional Arrangements:

  • The consultant will work under the guidance and technical supervision of the DHoMS;
  • The consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  • The consultant will be responsible for providing her/his own working station (i.e.laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
  • Consultant will be in day to day communication with the HR Coordinator.

All information and data shared for the purpose of this assignment along with the outputs/deliverables/reports will be treated as strictly confidential by the Consultant.

Job Qualifications and Required Skills

  • Submit a copy of the Consultant firm profile.
  • Detailed financial proposal for the services requested in the objective listed above,
  • Proof of Previous experience working with INGOs within the same location as PUI
  • Must be a consultant with prior experience in developing survey tools and with demonstrated experience in both quantitative and qualitative analysis, preferably with a solid background in Economics/Statistics, law, human resources or other related field (at least a Masters’ Degree or its equivalent in these relevant discipline)
  • Relevant experience in the area of compensation and benefits for international organizations.
  • Excellent writing, editing, and oral communication skills in English.
  • Strong knowledge of Nigerian labour market.
