We are recruiting to fill the vacant positions below:

  1. Job Title: AVADAR Project Assistant

Purpose of the Position

  • The main objective of the post is to support the implementation of AVADAR in the state through technical guidance of the AVADAR SOPs, supportive supervision and providing on site trainings to HWs and CIs.
  • Description of Duties
  • The incumbent under the guidance of the project assistant, is expected to support the states WHO office and state NPHCDA in the implementation of AVADAR project with the following specific tasks:
  • Under the overall guidance of the IVE Focal person and over all supervision of Zonal Coordinator and guidance of the state coordinator the AVADAR project assistant will carry out the following specific task:

Coordination:

  • Working with the project coordinator to ensure that there is constant communication on the project from the field level to the state and eventually to national level.
  • Support the set-up of meetings be they physically or virtually
  • Perform other responsibilities that may be required of him

Operations:

  • Support the preparations and implementation of for the trainings
  • Ensure that AVADAR SOPs are followed in LGA implementation sites
  • Conduct monitoring and supervisory visits to end user
  • Support the process of payment incentive for the notification of an AFP case that yields a polio virus
  • Support the quarterly review meeting of the project
  • Provide weekly/monthly report on the project including tracking information of the project indicators

Required Qualifications
Education:

  • Essential: Degree in Social or Health Sciences or Health related fields.
  • Desirable: Degree in Computer Science, Statistics, GIS or data management related field will be an added advantage.

Experience:

  • Essential:
  • At least 4 years’ experience in health related data management
  • Experience in quality data collection, analysis, dissemination, and use of health information for program planning and management.
  • Experience in database development.
  • Working knowledge of statistical application programs (EPI INFO, SPSS, STATA etc.) and mapping programs (HealthMapper, QGIS etc)

Desirable:

  • Relevant work experience in WHO/UN
  • Resident in the state of assignment
  • Ability to travel within the state and knowledge or previous work in these state would be an advantage.

Use of language skills:

  • Essential: Expert knowledge of English.
  • Desirable: Knowledge of the local language.

Skills:

  • Basic knowledge of ICT, programming, mobile and web – based data technology

  • The main objective of the post is to assist the implementation of AVADAR in the state through data collation, cleaning and transmission. Supportive supervision and providing on site trainings to HWs and CIs.

Description of Duties

  • The incumbent under the guidance of the project assistant, is expected to support the states WHO office and state NPHCDA in the implementation of AVADAR project with the following specific tasks:
  • Under the overall guidance of the IVE Focal person and over all supervision of Zonal Coordinator and guidance of the state coordinator the AVADAR project assistant will carry out the following specific task:

Coordination:

  • Working with the project coordinator to ensure that the data flow and reporting of all health facilities on the project from the field level to the state and eventually to national level.
  • Support with data analysis feedback for both weekly, monthly and quarterly meetings

  • Support the field staff on the data management component of the project
  • Support technically in terms of the data and ensure that SOPs are followed in LGA implementation sites
  • Support with configuration of phones and resolving issues to end users

  • Provide monthly feedback analysis on the project including tracking information of the project indicators

Required Qualifications
Education

  • Essential: At least Diploma in Computer Science, statistics, data management or related field.
  • Desirable: Knowledge of data management and PEI data tools will be an added advantage.

Experience:

Essential:

  • At least 3 years’ experience in health related data management
  • Experience in quality data collection, analysis, dissemination, and use of health information for program planning and management.
  • Experience in database development.

2. Job Title: National Professional Officer (NPO) – NCD (Resolve)

Purpose of the Post

  • Cardiovascular diseases (CVDs) currently ranks first in the global cause of death with about 31% (17.9 million) of global deaths in 2016 due to CVDs. Over three quarters of CVD related deaths occur in low- and middle-income countries like Nigeria. In Nigeria, 11% of all NCD related deaths were due to cardiovascular diseases mainly heart and stroke.
  • The most important behavioural risk factors of heart disease and stroke are unhealthy diet, physical inactivity, tobacco use and harmful use of alcohol.
  • These behavioural risk factors may later show up in individuals as raised blood pressure/hypertension, raised blood glucose, raised blood lipids, and overweight and obesity. These “intermediate risks factors” can be measured in primary care facilities and indicate an increased risk of developing a heart attack, stroke, heart failure and other complications.

Overview of the Programme
Objectives of the Programme and of the immediate unit or field activity:

  • Coordinate the implementation of the 2-year RESOLVE project which includes strengthening of hypertension management at the Primary Healthcare in two selected states, sampling and analysis of Transfatty Acid in the food supply and facilitate the conduct of STEPs survey.
  • Support the NCDs Program Manager in the implementation of priority activities on NCDs and it’s risk factors in the country;
  • Organizational Context (Describe the work environment; the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc; available guidelines and degree of independence in decision making; and nature and purpose of contact within and outside the Organization):
  • The NPO will work under the overall guidance of the WHO Country Representative, and direct supervision of the Team Lead Communicable and Noncommunicable Diseases at the WHO Country Office in Abuja.
  • The NPO RTSL will operate from WHO Office in Abuja and will provide technical support to the Federal and State Ministries of Health, National and State Primary Health Care Development Agencies and other key stakeholders involved in the prevention and management of NCDs.
  • On day to day functioning, he/she will work in close collaboration with the rest of the CND cluster team including the CND cluster leader as first level supervisor and other CND team members as well as other clusters/units at WCO.
  • Where applicable, he/she will liaise with relevant technical units/officers at other levels of WHO (through appropriate communication channels).

Summary of Assigned Duties

  • Working under the overall leadership of the WR/Nigeria and the direct supervision of the CND Team Lead, the National Professional Officer, will serve as the focal person for RTSL under the Communicable and Noncommunicable Diseases Cluster of the WHO Country Office in Nigeria. Specifically, the post holder will;
  • Coordinate the implementation of the 2-year RESOLVE project which includes strengthening of hypertension management at the Primary Healthcare level in two selected states, sampling and analysis of Transfatty Acid in the food supply and facilitating the conduct of STEPs survey in Nigeria.
  • Provide technical support for the development of guidelines to promote use of community-based approaches, affordable strategies and technologies for the delivery of quality care services including primary, secondary and tertiary prevention;
  • Forge partnerships and networks to enhance multi-disciplinary and multi-sectoral collaboration to address NCDs and their risk factors in the country;
  • Support data collection, research and information dissemination and use for policy and programme development, advocacy and awareness-raising on NCDs and their risk factors;
  • Contribute to resource mobilization for WCO technical support to the country using existing mechanisms at country level;
  • Work closely with the national authorities and other partners, and liaise with WHO technical staff in the Regional Office;
  • Prepare technical and administrative reports and presentations as required;
  • Support the NCDs Program Officer in the implementation of priority activities on NCDs in the country;

Job Requirements
Education (Qualifications):

Experience:

Objectives of the Programme

  • The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

Description of Duties
Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected). The incumbent will perform some or all of the following duties:

  • Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations.
  • Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the health cluster’s strategic response; analyse existing coordination mechanisms, designing and recommending improvements.
  • Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable.
  • Monitor progress towards achievement of universal health coverage; analyse social determinants of health and their impact on the incident management system, including identifying inequities, gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation.
  • Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, NCDs, the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas.
  • Secure information from a broad range of health sectors, analysing such and consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning. Position Description – Professional
  • Coordinate meetings with all relevant partners and incident management team, producing and circulating minutes, related decisions and tracking the latter, and developing detailed “lessons learnt” reports, recommending improvement to current and future field operations.

Required Qualifications
Education:

  • Desirable: Doctorate degree in public health. Post graduate studies or specialized training in emergency response or disaster management in the context of public health.Diploma in tropical medicine or diploma in disaster management.

Experience:

  • Essential: At least five years of relevant experience, at the national and international levels, in public health in emergencies response or health sector coordination, with emphasis on managing outbreaks and health emergencies and/ or health consequences of emergencies and crises.Experience in capacity building, developing and promoting collaborative partnerships
  • Desirable: Relevant work experience in WHO, other UN agencies, health cluster partners, recognized humanitarian organizations or relevant nongovernmental or humanitarian organizations. Experience in capacity building programme planning/development, project management,monitoring and evaluation. Experience with resource mobilization in emergency settings.

Skills:

  • In-depth knowledge of public health programmes with focus on health system, and the Millennium Development Goals.
  • Demonstrated knowledge and experience of operational management of health aspects/consequences of humanitarian crises and outbreaks in field settings.
  • Demonstrated skills in capacity building, proposal and report writing, knowledge of and experience with needs assessments in emergency settings, strategic information analysis and planning and ability to anticipate new trends in the field of public health and take actions accordingly.
